A modified survey questionnaire was distributed to 104 respondents. The respondents of the study were the micro entrepreneurs who are in the business for the last three years operating within the area of Davao City. The study used quantitative exploratory research using exploratory factor analysis and Kaiser-meyer-olkin to determine the factors and the level of per extracted risks that were critical to the micro entrepreneurs in operating a micro enterprise. The results revealed that among the four risk factors perceived by micro entrepreneurs, only financial risk was considered the factor that greatly affect the operation of a micro enterprise. Furthermore, the study revealed that variables such as income, business type and type of business ownership were considered sensitive in operating a micro enterprise. The study is beneficial to the micro enterprise owners since it would give them a better understanding as to which factors are more significant to them. This would also enable them to prepare and protect their businesses from risks in order to survive the industry.

Book excerpt: The goals of the National Workshop on Micro-enterprise Development in Coastal Communities in the Philippines were to exchange experiences and good practices and to identify financial and institutional support services and facilities to sustain livelihoods and micro-enterprise development in coastal areas. The workshop was attended by 45 participants from people's organizations, fisherfolk cooperatives, non-governmental organizations, national government agencies and financing institutions. The discussions at the workshop showed that livelihood diversification and the improvement of income and employment opportunities in coastal fishing communities are crucial for their participation in the conservation and management of aquatic resources. Key elements of sustainable micro-enterprise development as identified by the workshop include capability building of fisherfolk organizations such as cooperatives and associations to implement livelihood projects, the preparation of feasibility studies and business plans, technical skills development, sound financial management practices, development of innovative and high quality products, access to new markets including urban and regional markets and the full participation of fisherfolk in the identification of livelihood activities and micro-enterprises. The Pilot Project in Support of the Development of Micro-enterprises in Banate Bay, Iloilo and Southern Iloilo was implemented by the University of the Philippines in the Visayas in cooperation with the Banate Bay Resource Management Council Inc. and the Southern Iloilo Coastal Resource Management Council with support from FAO. A number of microenterprises were introduced and supported in the municipalities of Banate Bay and Southern Iloilo including fish ball production, shrimp paste production, oyster and mussel culture, salt production and iodization, fish marketing and fish sauce production. Training programmes were conducted for fisherfolk on product development and marketing of their products. Good coordination with local government units, active participation of all stakeholders and conduct of appropriate training programmes are considered essential for the sustainability of the micro-enterprises. The involvement of fisherfolk in livelihood activities and micro-enterprises is strengthening their participation in the fisheries and aquatic resources management councils of Banate Bay and Southern Iloilo. The experiences of the pilot project also suggest that in order to make various income generating livelihood initiatives sustainable and stand on their own feet, many of these need to develop further into full-fledged micro-enterprises. Considerable scope lies in farming of aquatic organisms such as seaweed, shellfish and various fish species as well as in fisheries related value adding activities such as fish processing and marketing. As far as the relationship between the conservation of aquatic resources and the generation of income is concerned, the quality of the aquatic environment and the economic success of mariculture micro-enterprises and activities are directly related. This should create a strong motivation for fisherfolk enterpreneurs involved in such type of enterprises to be strong advocates and stewards of a healthy coastal ecology. In the long term, fisherfolk will benefit from the development of various micro-enterprise initiatives. It is clearly in their interest.

Book excerpt: This book project has been an opportunity to share the plight of the flood-vulnerable communities of Davao City, Philippines. Aside from being a requirement to graduate under the PhD Development Studies program, the major objective is to find ways how the academe can help in alleviating the risks of flooding as a recurring disaster in these areas. As extensive literature on disaster studies examined risk communication and disaster risk management, it has been found to be discussed as separate concerns. These studies emphasize the significant role of risk communication and management at the level of the communities to enhance community preparedness and reduce the risks triggered by disasters like flooding. However, no literature has been found specifically in the area of risk communication management. The study, therefore, aimed to focus on this gap in the literature which integrates risk communication with disaster risk management towards a more integrative approach to risk reduction. Using a convergent parallel mixed method design, the study was conducted utilizing both the qualitative and quantitative approaches in the data collection and analysis guided by the integrated frameworks of the disaster risk management and the social amplification of risk (SARF). The merging of both results in the analysis and interpretation helped identify the convergence or divergence of the findings. Results of the study revealed that the risk reduction strategies can be further enhanced through a risk communication management using a localized and participatory approach in the proper knowledge transfer of flood risk communication among the stakeholders involved, placing the community as the central actor for amplification. This book highlights the proposed community-based flood-risk communication management (CBFRCM) framework as a modification of the SARF labeled as the Flood Risk Amplification Communication Theory (FRACT) as an alternative framework. The application of the theory necessitates the enhancement of risk communication management towards the resilience of the flood-vulnerable communities, specifically in the context of Davao City, Philippines. The authors wish to share these findings and encourage that the proposed theory be used in other contexts and optimize the role of risk communication as part of the risk reduction approaches of risk managers and policy makers on disaster management.

To achieve this end, Indonesia, Malaysia, Thailand and the Philippines have been chosen as the foci of the study. To explain the region's recent success, the study is guided by the hypothesis that overseas Chinese entrepreneurship, exercised by a group belonging to a discriminated ethnic minority, is an indispensable component of the capitalist development of Southeast Asia. Overseas Chinese businesses dominate nearly all branches of the economy of their respective countries of residence. On a regional scale, they are acknowledged to control two-thirds of the region's retail trade. The hypothesis of the study is validated by the empirical findings. Furthermore, the study has arrived at the conclusion that Southeast Asia is host to a type of entrepreneurship - Overseas Chinese entrepreneurship - that evolved and developed throughout the centuries and proven for its resiliency and risk-taking abilities. It did not create the boom in the region, however. Liberal government policies, the inflow of huge foreign capital, and the availability of cheap and skilled labor among the indigenous population are among the more crucial factors that facilitated this transformation.
