Book excerpt: Purpose: To explore the risk factors of emancipating foster youth that lead to unsuccessful societal integration due to participation in delinquent behaviors or incarceration. Methods: This study used public data from ICPSR which included a sample of 732 emancipating foster youth and gathered information through in-person and over-the-phone interviews, using fixed response questions. Results: SPSS was used to perform descriptive analysis and chi-square tests to examine relationships among incarceration rates on placements, demographic variables, other risk factors, and delinquent behaviors. Discussion and Implications: Youth who reported alcohol or substance abuse, had five or more foster care placements, and/or were placed in group care were more likely to be incarcerated. Youth who had a mental health diagnosis, were employed, or who had more education were less likely to become incarcerated. Additional research needs to be conducted to address these risk factors to reduce incarceration rates among emancipated foster youth.

This research will identify how this policy has impacted foster youth, reduced homelessness and incarceration in former foster youth, and extended care outcomes compared to youth who are not extending in care. In addition, it will examine what the experience of youth in AB-12 is like. Methods: The method used to find research articles was through California State University Northridge library search engine. Results: The overall results have demonstrated that extending foster care to age 21 has positively impacted foster youth as there is a decreased risk of homelessness, crime, and substance use. Youth's continued involvement with social institutions serve as protective factors when transitioning to adulthood. The research showed youth in care experienced disproportionate rates of pregnancy and parenting when compared to youth not in care. While the research showed foster care could provide protective factors for substance use, the year after emancipation is when foster youth are the most vulnerable to use. Few studies examine competent, or resilient, functioning among these youth, and the factors that enable them to succeed. The primary goal of the present study was to explore how accumulation of risk and protective factors contributed to resilient functioning among youth leaving foster care in one state. Specifically, this research aimed to examine whether cumulative risk and protection independently affected resilience, or whether the impact of protection was contingent upon the level of risk. This study utilized data from the Mental Health Service Use of Youth Leaving Foster Care (VOYAGES) study, a longitudinal cohort study of older youth in the custody of the Missouri Children's Division. Binary logistic regression was used to examine the study hypotheses. Results indicated that resilience was a common occurrence among youth in this sample. Specifically, 81% exhibited resilience in the domain of mental health; 70% exhibited resilience in the domain of substance use; 78% exhibited resilience in the domain of criminal involvement; and 67% reported being employed or at school. Furthermore, over two-thirds of the youth exhibited resilience in at least three of the above mentioned domains. Females, and youth who were still in foster care at age 19, were more likely to exhibit resilient functioning. Further analyses revealed that higher cumulative risk was associated with decreased likelihood of resilience in the domains of mental health and substance use, but not in the domain of criminal involvement. In contrast, higher cumulative protection was associated with increased likelihood of resilience in the domain of substance use, but not in the domains of criminal involvement and mental health. When youth overall resilience was examined, both cumulative risk and cumulative protection presented a significant contribution in the predicted direction. However, there was no evidence that the impact of protection on resilience was contingent upon the level of risk. These results emphasize the differential impact of risk and protection on different aspects of youth functioning, and support the need for specificity in resilience research.

They are "called emancipated"; they are legally adults free from the foster care system. But many leave foster care with no job or income, few educational prospects and little emotional support or community connections. There is a lack of knowledge regarding the effectiveness of services. Another challenge to improving policy and practice directed towards foster youth transitions to adulthood is the poor knowledge base supporting existing interventions. The vast majority of the existing research has relied upon caseworker ratings, self-reporting by foster parents, and identity information related to placement disruptions and placement success. Researchers must take into account the important role that foster youth perception plays in determining the child's goal and success or failure of placement. From an Interpretive Perspective this research focused on the concept of resiliency. This study evaluated the perceptions of successful independent young adults regarding their life experience after foster care focused on their personal strengths; resiliency.

Book excerpt: The purpose of this research project was to understand the factors that lead to foster youth to engage in delinquency and review existing effective interventions. The questions for this research project are as follows: (1) Why are foster youth at higher risk of engaging in juvenile delinquency? and (2) What preventions have been successful in reducing the rates of foster youth entering the criminal justice system? The findings were that the following factors positioned foster youth at a higher risk of engaging in juvenile delinquency: being African American, being male, low socioeconomic status, group home placement, placement inconsistency, and being neglected. Additionally, it was found that early child-hood education and mentoring programs are a positive asset to preventing foster youth from engaging in delinquent behaviors. Implications for future research are furthered discussed.

Furthermore, the present study compares substance use behaviors between youth with differing experiences of maltreatment subtypes and severity levels. Data come from VOYAGES, a longitudinal study of older adolescents in the custody of the Missouri Children's Division for foster care services. The current analysis reports on those youth who completed both the baseline and the final interview (N=323). The foster care system, although well-intentioned, potentially barricades individuals from successfully navigating through adolescence and early adulthood without engaging in risky behaviors such as substance use. Given the high prevalence of substance use among those placed in the care of the foster care system, prevention efforts for this population requires an improved understanding of psychosocial risk and protective factors.
