Book excerpt: The 1989 Annual Meeting of the Society for Risk Analysis dramatically demonstrated one of the most important reasons for having the Society - to bring together people with highly diverse backgrounds and disciplines to assess the common problems of societal and individual risks. The physical scientists emphasized the analytical tools for assessing environmental effects and for modeling risks from engineered systems and other human activities. The health scientists presented numerous methods of analyzing health effects, including the subject of dose-response relationships, especially at low exposure levels - never an easy analysis. The social and political scientists concentrated on issues of risk perception, communication, acceptability, and human touch. Others discussed such issues as cost-benefit analysis and the risk-based approach to decision analysis. Use of risk assessment methods for risk management continued to be a matter of strong opinion and debate. The impacts of state and federal regulations, existing and planned, were assessed in sessions and in luncheon speeches. These impacts show that risk analysis practitioners will have an increasingly important role in the future. They will be challenged to provide clear, easily understood evaluations of risk that are responsive to society's concern for risk, as evidenced in laws and regulations. Of course, the various risk analysis specialties overlapped in domains of interest.

Much of the world’s population now lives in low-lying coastal zones that are inherently vulnerable to natural hazards such as flooding from hurricanes, tropical storms and northeastern storm surges; shoreline (beach and dune) erosion; cliff and bluff failures; and saltwater intrusion in coastal aquifers used for drinking water supplies. In addition to the usual range of hydrometeorological disasters in coastal zones, this book covers tsunami impacts and warning systems as well as global perspectives of sea-level rise impacts and human perceptions of potential vulnerabilities resulting from rip currents that cause many drownings each year on beaches. Today, the use of numerical models that help predict vulnerabilities and provide a basis for shore protection measures is important in modern scientific and engineering systems. According to the Sendai Framework 2015-2030, it is important to “strengthen the utilization of media, including social media, traditional media, big data and mobile phone networks, to support national measures for successful disaster risk communication.” Sometimes risk communication has collateral and unexpected side effects that may lead to the adoption of inadequate behaviors. In some instances, this can even result in legal actions being taken against scientists and/or emergency managers. The role of the media should be to facilitate the accurate communication of hazard and risk information, but such communication is often hampered by the fact that journalists have different agendas and priorities than scientists, risk communicators, and emergency managers. This does not always support people in their decision making. Accurate communication of hazard and risk is especially important when decisions have to be made within contexts where uncertainty is very high. This is often the case with geohazards, such as earthquakes, tsunamis, volcanic eruptions, and landslides.

After the quake they surveyed the homeowners again and found that their perception of risk had increased but that most respondents were fatalistic and continued to ignore self-protective measures; those who personally experienced damage were more likely to buy insurance. A rare opportunity to analyze behavior change directly before and after a natural disaster, this survey has implications for policy makers, insurance officials, and those concerned with risk management.
