The concept of the 'Indo-Pacific', though still under construction, is a potentially 'pivotal' site, where various institutions and intellectuals of statecraft are seeking common ground on which to anchor new regional coalitions, alliances. and allies to better serve their respective national agendas. This book explores the 'Indo-Pacific' as an ambiguous and hotly contested regional security construction. It critically examines the major drivers behind the revival of classical geopolitical concepts and their deployment through different national lenses. The book also analyses the presence of India and the U.S in the Indo-Pacific, and the manner in which China has reacted to their positions in the Indo-Pacific to date. It suggests that national constructions of the Indo-Pacific region are more informed by domestic political realities, anti-Chinese bigotries, distinctive properties of 21st century U.S hegemony, and narrow nation-statist sentiments rather than genuine pan-regional aspirations. The Rise and Return of the Indo-Pacific argues that the spouting of contested depictions of the Indo-Pacific region depend on the fixed geo-strategic lenses of nation-states, but what is also important is the re-emergence of older ideas - a class conceptual revival - based on early to mid-20th century geopolitical ideas in many of these countries. The book deliberately raises the issue of the sea and constructions of 'nature', as these symbols are indispensable parts of many of these Indo-Pacific regional narratives. Despite the existence of diverse nation-statist, pan- and sub-regional discourses, the narratives of the most powerful states still dominate 21st century Indo-Pacific statecraft. The term 'Indo-Pacific' has the potential of unsettling various existing bilateral and multilateral geopolitical equations within the Indian Ocean region. Despite substantial heterogeneity in Indo-Pacific regional imaginations, the most dominant 'stories' and 'maps' are crafted and disseminated by the most dominant nation -in this case, the U.S- as it grapples with new ways of retaining its hegemony into the 21st century.

There is no unanimity of views on the definition of the emerging concept of Indo-Pacific. Yet, Indo-Pacific region as a new geopolitical concept appears to have come to stay. Three major developments have taken place in recent years leading to emergence of the concept of `Indo-Pacific` that does not replace but subsumes the geopolitical construct, hitherto known as the `Asia-Pacific`. The newest development, of course, is the rise of India as an economic powerhouse and influential political actor in world affairs, particularly in Asian affairs. Second most important development is China`s assertive foreign policy and use of military strength to assert its sovereignty on disputed islands in the South China Sea. The third important development is erosion of self-confidence of Association of Southeast Asian Nations (ASEAN) that used to display its image as a triumphant political grouping in a region, despite diversity in terms of political system, economic philosophy, religious beliefs and socio-cultural traditions. The present book is a by-product of two days of intense deliberations among large number of scholars on various issues and challenges faced by the countries of the Indo-Pacific region. The book includes the perspectives of major powers in the Indo-Pacific, analyses critical regional security issues, such as sovereignty issues in South China Sea, the rise of QUAD, role of soft power, challenges to ASEAN centrality and regionalism, and examines the non-traditional security threats, such as terrorism, nuclear proliferation, environmental degradation, drugs trafficking and health hazards.

Though there has been an increasing level of discussion on Indonesia’s emerging power status, there has been little discussion on how the country is debating and signalling its new-found status. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status. Though leaders are adding different styles and characteristics to the rising Indonesia narrative, there are a few unmistakable overarching trends that highlight an increasing correlation between the country’s rising power and growing ambition in international behaviour. Engaging the mainstream theoretical debates in international relations, the author introduces a new theoretical framework—institutional realism—to explain the institutionalization of world politics in the Asia-Pacific after the cold war. Institutional realism suggests that deepening economic interdependence creates a condition under which states are more likely to conduct a new balancing strategy—institutional balancing, i.e., countering pressures or threats through initiating, utilizing, and dominating multilateral institutions—to pursue security under anarchy. To test the validity of institutional realism, Kai He examines the foreign policies of the U.S., Japan, the ASEAN states, and China toward four major multilateral institutions, Asia-Pacific Economic Cooperation (APEC), the Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF), ASEAN Plus Three (APT), and East Asian Summit (EAS). Challenging the popular pessimistic view regarding China’s rise, the book concludes that economic interdependence and structural constraints may well soften the "dragon’s teeth." China’s rise does not mean a dark future for the region. Compared to multilateral groupings, minilateral platforms are smaller in size, as well as more exclusive, flexible and functional. Both China and the US have contributed to minilateral initiatives in the Indo-Pacific. In the case of the former, there is the Lancang-Mekong Cooperation mechanism—involving China, Cambodia, Laos, Myanmar, Thailand and Vietnam—established in 2015. In the case of the latter, there has been a revival of the Quadrilateral Security Dialogue in 2017—involving the US, Australia, Japan and India. This book examines the rise of these arrangements, their challenges and opportunities, as well as their impact on the extant regional security architecture, including on the ASEAN-led multilateral order. Defined as an integrated strategic system that best captures the shift in power and influence from the West to the East, the concept has dominated strategic debates and discussions, gaining rapidly in currency and acceptance. Popular though the term has become, its strategic context and underlying logic are still sharply contested. While proponents of the ‘Indo-Pacific’ advance compelling arguments in its favour, the debate over whether it is a valid construct, is not quite settled. Consequently, it is yet to gain full acceptance among regional analysts and policy makers who appear unsure about embracing the idea without any qualifying caveats. Even so, the Indo-Pacific has emerged as a significant strategic space and a theatre of great-power competition. From a maritime security perspective, its importance as a geo-economic hub is accentuated by the growing presence of non-traditional threats. Piracy, terrorism, gun running, illegal fishing, trafficking, global warming and natural disasters represent challenges to maritime security that are inherently transnational in nature – where dynamics in one part of the system influence events in another, necessitating coordinated security operations by maritime forces and strategic relationships between stakeholder states. Papers put together in this book seek to appraise the Indo-Pacific, by examining the concept holistically, deciphering the trends that impact maritime security in the region and identifying its emerging patterns. Apart from examining the inherent logic underpinning the concept, these provide perspectives on security in the Indo-Pacific region, evaluate the strategic implications of competition, conflict and instability in the region, and bring out the operational implications of using a frame of reference that combines two contiguous albeit disparate maritime theatres.
