Nor can there be any doubt of the result should the United States recognize the Cubans as belligerents. That act alone Would do much to secure the independence of Cuba. Though not bound by the mere recognition of belligerent rights to aid the Cubans the American Government would hardly permit itself to be placed in the humiliating position of seeing Cuba subj ugated afterwards.
