He is the author of Burma and Japan since 1940 (2007); State and Society in Modern Rangoon(2011) and The Historical Dictionary of Burma (2017). Dr. Seekins is co-founder of Burma Review and Challenges International Forum (BRACIF) and the Aunfair-Euro Roundtable (EAR). Makiko Takeda is an Assistant Professor at the Faculty of Policy Studies, Aichi Gakuin University, Japan. She is the convener of the Asian University Network Forum on Advances in Research (AUNFAIR) and Thailand-India-Japan Conclave (TIJC). Due to entrenched societal inequities and widespread authoritarian governance, however, the pursuit of national energy security through transnational energy projects has resulted in devastating impacts on the human and environmental security of local populations. These effects are particularly evident in both Thailand and Myanmar (Burma), which, located at the crossroads of Asia, are increasingly engaged in the cross-border energy trade. Based on extensive fieldwork and theoretical analysis this ground-breaking book proposes a new critical approach to energy and environmental security and explores the important role that both local and transnational environmental movements are playing, in the absence of effective and democratic governments, in providing ’activist environmental governance’ for energy projects throughout the region. By comparing the nature of this activism under two very different political regimes it delivers crucial theoretical insights with both academic and policy implications for the sustainable and equitable development of the South’s natural resources.

Book excerpt: Domestic and international development strategies often focus on private ownership as a crucial anchor for long-term investment; the security of property rights provides a foundation for capitalist expansion. In recent years, Thailand's policies have been hailed as a prime example of how granting formal land rights to poor farmers in low-income countries can result in economic benefits. But the country provides a puzzle: Thailand faced major security threats from colonial powers in the nineteenth century and from communism in the twentieth century, yet only in the latter case did the government respond with pro-development tactics. In Land and Loyalty, Tomas Larsson argues that institutional underdevelopment may prove, under certain circumstances, a strategic advantage rather than a weakness and that external threats play an important role in shaping the development of property regimes. Security concerns, he find, often guide economic policy. The domestic legacies, legal and socioeconomic, resulting from state responses to the outside world shape and limit the strategies available to politicians. While Larsson's extensive archival research findings are drawn from Thai sources, he situates the experiences of Thailand in comparative perspective by contrasting them with the trajectory of property rights in Japan, Burma, and the Philippines.
