Originally submitted to a conference on (Re-) Conceptualising Democracy and Liberation in Southern Africa, held in Windhoek, Namibia during July 2002, it argues from the point of departure of the personal involvement of the author in the issues raised.The author was part of a group which criticised the strategy of armed struggle in the ANC. With this paper he inspires a debate, which can claim relevance for current issues of democracy in South Africa and the Southern African region more generally. Given the degree of personal involvement of its author, this analysis is contemporary history based on personal insights, and provides arguments for a necessary discussion.

Book excerpt: Apartheid's Last Stand is an original study which sets out to demonstrate how and why the apartheid state was neither able to maintain white dominance of the political system nor capable of reforming itself. The book's central argument is that the South African government consciously developed and introduced a programme of limited reforms in accordance with the guiding principles of counter-revolutionary strategy and the so-called 'liberal' vision of apartheid. Rejected by the majority of South Africans, President P.W. Botha nonetheless doggedly pursued state-managed reform through the imposition of stringent security measures to combat dissent at home and isolation abroad. The ensuing stalemate between South African government and the forces of revolution was only overcome with the ousting of military influence in South Africa and the ending of the Cold War. These circumstances laid the foundation for the reconciliation between Nelson Mandela and F.W. de Klerk, giving birth to a new democratic South Africa.

Book excerpt: Critics of liberalism in Europe and North America argue that a stress on 'rights talk' and identity politics has led to fragmentation, individualisation and depoliticisation. But are these developments really signs of 'the end of politics'? In the post-colonial, post-apartheid, neo-liberal new South Africa poor and marginalised citizens continue to struggle for land, housing and health care. They must respond to uncertainty and radical contingencies on a daily basis. This requires multiple strategies, an engaged, practised citizenship, one that links the daily struggle to well organised mobilisation around claiming rights. Robins argues for the continued importance of NGOs, social movements and other 'civil society' actors in creating new forms of citizenship and democracy. He goes beyond the sanitised prescriptions of 'good governance' so often touted by development agencies. Instead he argues for a complex, hybrid and ambiguous relationship between civil society and the state, where new negotiations around citizenship emerge. Steven L. Robins is Professor of Social Anthropology in the University of Stellenbosch and editor of Limits to Liberation after Apartheid (James Currey).
