Book excerpt: À l'heure où les maîtres d'ouvrages sont de plus en plus nombreux à développer des démarches participatives dans le domaine de l'urbanisme, l'implication du public dans ce type de démarche est l'une des difficultés les plus importantes auxquelles ils font face. Plusieurs questionnements découlent de ce constat : pourquoi cette mobilisation n'est-elle pas plus importante au regard du besoin de plus en plus marqué de participation citoyenne ? Peut-on identifier certains freins ? Dans quelle mesure enrayer cette difficulté et améliorer la mobilisation habitante ? Comment susciter l'intérêt et l'envie de faire participer à la réflexion d'un projet ? Finalement, quelles conditions semblent être requises pour favoriser la mobilisation habitante ? Réalisé dans le cadre d'un année d'apprentissage au CAUE de Côte-d'Or, cet écrit propose une réflexion sur la thématique de la mobilisation habitante en vue de sa participation à l'élaboration partagée d'un projet urbain. Cette étude s'inscrit dans le cadre d'un projet de revitalisation de centre-bourg initié en septembre 2016 sur la commune d'Auxonne (7900 habitants) en Côte-d'Or.

Book excerpt: Les centres bourgs des petites communes sont de moins en moins dynamiques depuis une trentaine d’années. Plusieurs raisons expliquent ce phénomène ; les commerces de proximité ferment, les logements sont vacants et vétustes, les jeunes migrent vers les grandes villes. Ce constat est d’autant plus problématique que les villes concernées constituent des lieux et espaces ruraux qui les caractérisent. Comment inverser cette tendance et redynamiser les centres bourgs ? Un dispositif expérimental sur six années a été lancé par le Gouvernement de manière à aider 54 communes de moins de 10.000 habitants ; aussi bien en matière financière et en aménagement. L’objectif est de créer une offre de logements, de commerces, d’équipements et de services adaptés aux besoins des habitants. Les communes doivent trouver les fonds nécessaires ainsi que des partenaires publics et privés pour la réalisation de ces projets. Pour ce type d’aménagement, le Géomètre Expert qui est très proche des élus, a sa place, par son devoir de conseil et le nouvel outil PRESAGE approuvé par l’UNGE.
