Book excerpt: Drawing on data from the 2009/2010 National Graduate Surveys, this doctoral research builds upon past research comparing the outcomes of university graduates of various postsecondary programs across earnings, objective and subjective work-to-education match, and job satisfaction. This research consists of four areas of study. Statistical analyses first compare fields of study using disaggregated categories of liberal arts and STEM (science, technology, mathematics, and engineering) programs, to determine the extent to which the labour market outcomes vary for graduates of university programs that are traditionally aggregated in the wider literature. The next stage of research analyzes the outcomes of postsecondary graduates of traditional versus non-traditional (distance education) programs. Comparisons of outcomes of university graduates who specialized in bilingual versus technical (i.e., science, technology, engineering, or mathematics) pursuits comprise the third area of study. Finally, statistical models include sociodemographic variables to assess whether traditional dimensions of disadvantage have remained salient in the outcomes of university graduates from the most recent wave of the National Graduate Surveys. Statistical analyses are comprised of descriptive statistics, ordinary least squares (OLS) regression, binary logistic regression, and graphical displays of predicted probabilities. This dissertation revisits the debate regarding the viability of human capital, credentialist, and labour market segmentation approaches. The policy implications of the results are also discussed.

Book excerpt: While research consistently finds positive earnings returns to educational attainment, there is little evidence on postsecondary education's impact on other employment-related outcomes. Yet nonpecuniary returns to schooling are particularly important in the United States, where fringe benefits are typically tied to employment and there is a great degree of variation in job quality. Using longitudinal data following a nationally representative sample of young persons who enrolled in at least some college education, this paper examines nonpecuniary labor market outcomes associated with different levels of postsecondary educational attainment. Overall, the results indicate that increasing levels of postsecondary educational attainment positively predict a number of beneficial employment outcomes. This is particularly the case for fringe benefits. After controlling for participants' backgrounds and educational experiences, attainment positively predicts access to employer-provided health and dental insurance, retirement, and paid leave. Results concerning job satisfaction and flexibility are weaker and more complex.

Book excerpt: In this paper we examine a range of postsecondary education and labor market outcomes, with a particular focus on minorities and/or disadvantaged workers. We use administrative data from the state of Florida, where postsecondary student records have been linked to Unemployment Insurance (UI) earnings data and also to secondary education records. Our main findings can be summarized as follows: (1) gaps in secondary school achievement can account for a large portion of the variation in postsecondary attainment and labor market outcomes between the disadvantaged and other students, but meaningful gaps also exist within achievement groups; and (2) earnings of the disadvantaged are hurt by low completion rates in postsecondary programs, poor performance during college, and not choosing high-earning fields. In particular, significant labor market premia can be earned in a variety of more technical certificate and Associate in Arts (AA) programs, even for those with weak earlier academic performance, but instead many disadvantaged (and other) students choose general humanities programs at the AA (and even the bachelor's or Bachelor of Arts) level with low completion rates and low compensation afterwards. A range of policies and practices might be used to improve student choices as well as their completion rates and earnings.

Book excerpt: 'Linking Education Policy to Labor Market Outcomes' examines current research and new evidence from Ghana and Pakistan representative of two of the poorest regions of the world to assess how education can increase income and help people move out of poverty. This study indicates that in addition to early investments in cognitive and noncognitive skills which produce a high return and lower the cost of later educational investment by making learning at later ages more efficient quality, efficiency, and linkages to the broader macro-economic context also matter. Education and relevant skills are still the key determinants of good labor market outcomes for individuals. However, education policies aimed at improving skills will have a limited effect on the incomes of that skilled workforce or on the performance of a national economy if other policies that increase the demand for these skills are not in place. For education to contribute to national economic growth, policies should aim at improving the quality of education by spending efficiently and by adapting the basic and postbasic curricula to develop the skills increasingly demanded on the global labor market, including critical thinking, problem solving, social behavior, and information technology.

The central theoretical issue addressed in this dissertation involves comparing the viability of human capital theory and the credentialist perspective with respect to the relationship between postsecondary education and skills. Statistical analyses are made using ordinary least squares, ordered logistic, and multinomial logistic regression models.

Book excerpt: This paper examines the long-term labour market premiums associated with completing a college certificate and a bachelor's degree, compared to completing a high school diploma. Several labour market outcomes of individuals are examined with longitudinal data over a 20-year period spanning their mid-30s to their mid-50s. The findings show that individuals who have a bachelor's degree or a college certificate have more favourable labour market outcomes over their working lives than individuals who have only a high school diploma. More specifically, the earnings premium associated with a bachelor's degree over the 20-year period ranges, on average, from $728,000 for men to $442,000 for women. For a college certificate, the premium is $248,000 for men and $180,000 for women, on average. The earnings premium associated with a bachelor's degree is much larger at the top of the distribution for men than it is for women. The study also finds that, for both men and women, a bachelor's degree and a college certificate are associated with more years of coverage in an employer-sponsored pension plan and fewer layoffs than a high school diploma.

Book excerpt: At a time of sustained unemployment and sluggish job growth, students and policymakers are increasingly asking tough questions about postsecondary education and training outcomes. Do graduates find jobs? What are they paid? What will they earn in the future? Despite growing national interest in this information, good answers are not widely available for many programs. As college costs have soared in recent years, "unmet financial need" (the share of college costs not covered by financial aid or what the family is expected to contribute) has also climbed sharply. Rising costs and increased student debt, combined with a weak economy, make college a riskier investment than in the past. Students and families can reduce that risk by gauging the quality of institutions and programs and choosing carefully among fields of study. Armed with better information about post-graduation outcomes, low-income and first-generation students and their families are more likely to consider the full range of programs and institutions that can help them succeed. This paper focuses on the need for better information about post-graduation outcomes of postsecondary education and training, with a particular focus on workforce results. Workforce results include employment-related outcomes, such as post-graduation employment rates and earnings levels. Survey research and other evidence reviewed below shows that consumers are keenly interested in these outcomes. This paper suggests the types of employment measures and data that would help meet this demand for better information and describes recent progress by states in producing more comprehensive and consistent information about labor market results. Federal and state policymakers are grappling with the best ways to improve employment data and incorporate metrics into higher education policy. Developing a fair, accurate method for measuring and presenting workforce results should be a top priority for institutions and policymakers at all levels of government.
