Sono cambiate, e profondamente, molte norme ed all’organo di revisione sono state attribuite nuove incombenze. È cambiata la situazione degli enti locali, che vedono i loro conti sempre più sotto pressione, con i rischi che ciò comporta. Infine è cambiata la platea dei potenziali revisori perché la riforma dei criteri di nomina, nel bene o nel male, ha aperto questo «mercato professionale» a molte persone che, fino ad oggi, neppure provavano a candidarsi. Da qui l’esigenza di un testo aggiornato, che tenga conto dei diversi livelli di esperienza del lettore e di facile utilizzo. Gli Autori propongono un testo semplice e sintetico, che, prendendo spunto dai «Principi di Vigilanza e controllo dell’Organo di Revisione degli Enti Locali», possa essere utile sia a chi si approccia a questi temi per la prima volta (e per questo ci sono alcuni capitoli più discorsivi), sia a chi è più esperto ma che vuole disporre di un vero e proprio manuale di consultazione. Il libro si articola su capitoli molto schematici, quasi delle schede, che contengono una sorta di elenco delle «cose da fare» nel corso dell’attività di revisione in un ente locale che essendo articolati su base tematica (le aziende partecipate, l’indebitamento, ecc.) permettono una lettura molto rapida, argomento per argomento. Questa nuova edizione, oltre a rappresentare un aggiornamento della precedente sulla base della recente produzione normativa, vuole anche essere di ausilio a chi deve attrezzarsi per superare le prove a cui ci si deve sottoporre per i crediti formativi richiesti dal Ministero dell’Interno. Per questo il volume è arricchito con delle pagine di test utili ad esercitarsi per gli “esami” ed anche per ricordarsi alcune questioni chiave che via via si devono affrontare nel corso della attività di revisore di ente locale STRUTTURA DEL VOLUME 1.
