Book excerpt: The Provincial Reconstruction Team (PRT) Program for Iraq is a U.S.-led, civil-military effort to help Iraq's provincial and local governments govern effectively and deliver essential services. The PRT Program provides integrated and multidisciplinary teams of U.S. and coalition civilian and military personnel to teach, coach, and mentor provincial and local government officials in core competencies of governance and economic development. This report examines the PRT program and provinces in Iraq across five selected areas of program emphasis: 1. assisting Iraq's provincial and local governments in developing a transparent and sustained capability to govern 2. promoting increased security and rule of law 3. advancing economic development 4. providing the provincial administration necessary to meet the basic needs of the population and 5. promoting reconciliation and shaping the political environment. This report provides some generalizations across each area of emphasis and also provides an assessment of progress across the country.

Have existing efforts to identify the mission, organization, and effectiveness of PRTs allowed for the identification of logistical, physical, and organizational threats to PRT operations? Could the resulting area of foci, as identifying the treats to the operational capacity of PRTs, allow for the ability to remediate areas of weakness to the existing PRT mission of 'capacity development'?.

Book excerpt: Since October 2006 SIGIR has issued three reports examining the status, expansion, and effectiveness of Provincial Reconstruction Teams (PRT) and embedded Provincial Reconstruction Teams (ePRTs) in Iraq. Those reports recommended that the U.S. Mission-Iraq and Multi-National Forces-Iraq (MNF-I) establish a performance measurement system with clear objectives, performance measures, and milestones for the PRTs. SIGIR's objectives for this audit were to review the PRT program and answer these general questions: 1) Have program objectives and performance measures or metrics been established? 2) What is the status of future program plans in relation to the reduction in U.S. military forces? 3) Are lessons learned being captured that could be useful in other contingencies? 4) What actions have been taken based SIGIR's prior recommendations? SIGIR recommends that the Ambassador direct the Director of the Office of Provincial Affairs (OPA) to update the Planning and Assessment User Guide to clarify roles and responsibilities of OPA's Plans and Assessments Cell; and a process for the desk officers to account for all required PRT or ePRT submissions. We recommend that the Ambassador work jointly with the Commander, MNF-I to update the PRT close out strategy to take into account the impact of U.S. troop reduction plans In commenting on a draft of this report, OPA concurred with recommendations to clarify the roles and responsibilities of OPA's Plans and Assessments Cell, and to establish a process to account for all required PRT or ePRT submissions. OPA did not concur with our recommendation to synchronize the PRT close-out strategy with U.S. troop reduction plans. SIGIR agreed and modified the recommendation to say that the close-out strategy should take into account the impact of U.S. troop reductions. MNF-I provided comments and concurred that the PRT program should recognize the reduction in U.S. troops in its transition plans.

Book excerpt: The government of Iraq is successfully transitioning from combating an insurgency and rebuilding its infrastructure to a strong sovereign state that no longer requires U.S. government assistance. Key to this success is the provincial reconstruction team (PRT). PRTs were established as a result of the need to develop the infrastructure and build the capacity necessary for the Iraqi people to succeed in a post-conflict environment. PRTs have become an integral part of the long-term strategy to transition the lines of security, governance, and economics to the Iraqi people. As the PRT effort draws to a close and transitions its efforts to provincial governments, it remains vital that new personnel are familiar with the concepts, structure, and management of PRTs and the lessons learned and best practices established by their predecessors. This handbook focuses on Iraq PRTs. The information contained in this handbook comes from multiple sources inside and outside the U.S. government, with the understanding that the manner in which PRTs operate has changed and evolved over time. The intent of this publication is to share knowledge, support discussion, and impart lessons and information in an expeditious manner. This Center for Army Lessons Learned (CALL) publication is not a doctrinal product. The information is written by U.S. government employees for those individuals who will serve in a stability and reconstruction environment. Special thanks to all the individuals who assisted in the collection and presentation of this information. In particular, thanks to the interagency contributors from Department of State, Department of Agriculture, and the U.S. Agency for International Development for providing invaluable assistance in gathering information to share with PRT practitioners in training and in the field. Book excerpt: The Quick Response Fund program (QRF) was created by the Department of State (DoS) in 2007 to allow Provincial Reconstruction Teams (PRTs) in Iraq to support initiatives that promote efforts by community-based leaders and organizations to improve their communities' access to public services, economic opportunities, employment, and education. The U.S. Embassy's Office of Provincial Affairs (OPA) reviews and selects projects and either OPA or the U.S. Agency for International Development (USAID) carries them out. The USAID component of the QRF is the Iraq Rapid Assistance Program (IRAP). For this report, SIGIR's objectives were to answer the following general questions: (1) Are appropriate management controls in place and properly implemented to prevent waste, fraud, and abuse of QRF resources?; (2) Have performance goals, metrics, and processes been developed and implemented to assess program performance and results?; and (3) How have program funds been allocated and expended? SIGIR makes three recommendations to OPA intended to improve program results assessments, QRF documentation, and training. USAID generally agreed with the findings in this report but believes it is too early in the process to measure results. The U.S. Embassy-Iraq also agreed with the findings in the report. OPA provided technical comments that SIGIR included where appropriate.

Book excerpt: In October 2005, the U.S. government established the Provincial Reconstruction Team (PRT) program in Iraq. This program is a civil-military, interagency effort that acts as the primary government interface between the United States, Coalition partners, and provincial and local governments. However, to date agencies have not separately tracked PRT operating costs. SIGIR's initial work focused on the cost of operating individual PRTs and the overall PRT program. We quickly found that the agencies involved are not required to capture these costs at the program or individual level. Consequently, SIGIR's reporting objectives are to (1) identify the major PRT program cost categories (2) estimate program costs using available information (3) assess the feasibility and usefulness of tracking PRT costs.
