Over this period, the development of roads, railways, shipping, ports, inland waterways and the air transport sector has shown significant though uneven, progress in the region. While the financial crisis of 1977-1998 has to a degree eased the strains on transport infrastructure to meet rapidly rising demand, the increasing scarcity of financial resources appears to have accelerated institutional changes and changes in infrastructure financing.
