This study explores the normative dimension of the evolving role of the United Nations in peace and security and, ultimately, in governance. What is dealt with here is both the UN's changing raison d'être and the wider normative context within which the organisation is located. The study looks at the UN through the window of one of its most contentious, yet least understood, practices: active involvement in intra-state conflicts as epitomised by UN peacekeeping. Drawing on the conceptual tools provided by the 'historical structural' approach, this study seeks to understand how and why the international community continuously reinterprets or redefines the UN's role with regard to intra-state conflicts. The study concentrates on intra-states 'peacekeeping environments', and examines what changes, if any, have occurred to the normative basis of UN peacekeeping in intra-state conflicts from the early 1960s to the early 1990s. One of the original aspects of the study is its analytical framework, where the conceptualisation of 'normative basis' revolves around objectives, functions and authority, and is closely connected with the institutionalised values in the UN Charter such as state sovereignty, human rights and socio-economic development. This book is essential reading for postgraduate students of IR and international peacekeeping organisations.

By his own account, he sought to bend the arc of history toward greater justice, freedom, and peace; within a year he was awarded the Nobel Peace Prize, largely for that promise. In Bending History, Martin Indyk, Kenneth Lieberthal, and Michael O’Hanlon measure Obama not only against the record of his predecessors and the immediate challenges of the day, but also against his own soaring rhetoric and inspiring goals. Bending History assesses the considerable accomplishments as well as the failures and seeks to explain what has happened. Obama's best work has been on major and pressing foreign policy challenges—counterterrorism policy, including the daring raid that eliminated Osama bin Laden; the "reset" with Russia; managing the increasingly significant relationship with China; and handling the rogue states of Iran and North Korea. Policy on resolving the Israeli-Palestinian conflict, however, has reflected serious flaws in both strategy and execution. Afghanistan policy has been plagued by inconsistent messaging and teamwork. On important "softer" security issues—from energy and climate policy to problems in Africa and Mexico—the record is mixed. As for his early aspiration to reshape the international order, according greater roles and responsibilities to rising powers, Obama's efforts have been well-conceived but of limited effectiveness. On issues of secondary importance, Obama has been disciplined in avoiding fruitless disputes (as with Chavez in Venezuela and Castro in Cuba) and insisting that others take the lead (as with Qaddafi in Libya). Notwithstanding several missteps, he has generally managed well the complex challenges of the Arab awakenings, striving to strike the right balance between U.S. values and interests. The authors see Obama's foreign policy to date as a triumph of discipline and realism over ideology. He has been neither the transformative beacon his devotees have wanted, nor the weak apologist for America that his critics allege. They conclude that his grand strategy for promoting American interests in a tumultuous world may only now be emerging, and may yet be curtailed by conflict with Iran. Most of all, they argue that he or his successor will have to embrace U.S. economic renewal as the core foreign policy and national security challenge of the future.

In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. Accessibly written as a work of recent history and public policy as much as economics, this book is intended for all Americans interested in issues of economic policy, especially the budget deficit and the Clinton versus Congress debates. Recently the virtues of the Weberian model of bureaucracy have been reclaimed as an alternative to New Public Management (NPM): i.e. as a model which emphasizes impartiality, rule-following, expertise, and hierarchy rather than manipulation of incentive structures and market competition. In particular it has been argued that a system of meritocratic recruitment and predictable, long-term careers increases the professional competence of the bureaucrats and fosters a culture of professionalism among them. Still it is unclear how and under what conditions such a model can be adopted.Among main hindrances seems to be established power structures and the existing political and societal culture which undermine the effective implementation of the Weberian model. He offers specific recommendations on how we can put people back to work and create new businesses, increase bank lending and corporate investment, double our exports, and restore our manufacturing base. He supports President Obama’s emphasis on green technology, saying that change in the way we produce and consume energy is the strategy most likely to spark a fast-growing economy and enhance our national security. Clinton also says that we need both a strong economy and a smart government working together to restore prosperity and progress. He demonstrates that whenever we’ve given in to the temptation to blame government for our problems, we’ve lost our commitment to shared prosperity, balanced growth, financial responsibility, and investment in the future. That has led our nation into trouble because there are some things we have to do together. For example, he says, “Our ability to compete in the twenty-first century is dependent on our willingness to invest in infrastructure: we need faster broadband, a state-of-the-art national electrical grid, modernized water and sewer systems, and the best airports, trains, roads, and bridges. “There is no evidence that we can succeed in the twenty-first century with an antigovernment strategy,” writes Clinton, “with a philosophy grounded in ‘You’re on your own’ rather than ‘We’re all in this together.’” Clinton believes that conflict between government and the private sector has proved to be remarkably good politics, but it has produced bad policies, giving us a weak economy with few jobs, growing income inequality and poverty, and a decline in our competitive position. In the real world, cooperation works much better than conflict, and “we need victories in the real world.”
