A particular focus is given to India, which is the largest user of groundwater in the world, and where groundwater is the primary source of water for domestic and agricultural uses. The extremely rapid rise in groundwater use in many Indian states has led to a growing groundwater crisis that they must address. The existing regulatory framework has not adapted to the challenges and fails to address any environmental concerns. On climate change, India has adopted a policy framework that makes the link with water, but no legislation has followed up to make the link operational. The subject matter of this book has been widely debated with regard to each of its main two components separately. Bringing these two domains together is what makes this book unique. The link between climate change and groundwater has been acknowledged to some extent, and there is growing interest in studying the impacts of climate change on (ground)water. Similarly, in water and environmental law and policy, increasing attention has been given to the study of climate change and groundwater legal and policy frameworks but generally separately. Book excerpt: This dissertation explains variation in provincial regulation of hydraulic fracturing, an emerging method of oil and gas extraction in Canada. The dissertation examines the interplay of interests and ideas in fostering mechanisms of learning among policy elites, resulting in different regulatory outcomes. The study argues that material and electoral interests in each province shape the emergence of "risk narratives": ideas about uncertainty that delineate the nature of the policy problem and identify appropriate solutions. Risk narratives are categorized into four distinct types - linear, complex, uncertain, and catastrophic. The study distinguishes two modes of learning: learning about policy efficacy and learning about political feasibility. Different risk narratives foster processes of policy learning in some cases and political learning in others, leading to different regulatory approaches. The dissertation probes the plausibility of the framework by applying it to three provincial cases of regulatory change, examining the cases of British Columbia, New Brunswick, and Nova Scotia from 2006-2016. The study uses both a cross-case and within-case comparative approach, engaging in process tracing by drawing on policy document analysis, media analysis, and key informant interviews. The dissertation finds that when risk narratives are filtered through varying institutional conditions, they trigger alternate processes of learning among policy elites. Narratives of linear risk locked in processes of policy learning in British Columbia, leading to single issue regulation. Narratives of complex risk fostered more extensive processes of policy learning in New Brunswick, leading to more comprehensive regulation. However, the emergence of an uncertain risk narrative in New Brunswick spurred a subsequent process of political learning among elites, resulting in an implementation of a moratorium. In Nova Scotia uncertain risk narratives also prompted political learning, leading initially to a moratorium. But the emergence of catastrophic risk narratives in Nova Scotia facilitated subsequent processes of political learning that resulted in a legislated ban. The dissertation demonstrates that contingent combinations of risk narratives, institutional structures, and learning present different pathways to regulatory change. The study findings have important implications for understanding how ideas about uncertainty influence policy elite decision making and the relationship between processes of learning and policy change.

Compared to the United States, however, there is little scholarship on firearms policy to the neighbouring north. Using Canadian firearms policy, Aiming to Explain examines five prominent policy process theories employed during the period from the 1989 Montreal Massacre to the 2012 cancellation of the universal firearms registry. Throughout, B. Timothy Heinmiller and Matthew A. Hennigar present rigorous applications of rational choice institutionalism, social constructivism, the advocacy coalition framework, the multiple streams framework, and punctuated equilibrium. The investigations draw on method-based best practices, while also making use of a wide range of data collection and analysis techniques, including inferential statistics, descriptive statistics, process tracing, congruence analysis, and qualitative content analysis. Book excerpt: How organized resistance to new fossil fuel infrastructure became a political force, and how this might affect the transition to renewable energy. Organized resistance to new fossil fuel infrastructure, particularly conflicts over pipelines, has become a formidable political force in North America. In this book, George Hoberg examines whether such place-based environmental movements are effective ways of promoting climate action, if they might inadvertently feed resistance to the development of renewable energy infrastructure, and what other, more innovative processes of decision-making would encourage the acceptance of clean energy systems. Focusing on a series of conflicts over new oil sands pipelines, Hoberg investigates activists’ strategy of blocking fossil fuel infrastructure, often in alliance with Indigenous groups, and examines the political and environmental outcomes of these actions. After discussing the oil sands policy regime and the relevant political institutions in Canada and the United States, Hoberg analyzes in detail four anti-pipeline campaigns, examining the controversies over the Keystone XL, the most well-known of these movements and the first one to use infrastructure resistance as a core strategy; the Northern Gateway pipeline; the Trans Mountain pipeline; and the Energy East pipeline. He then considers the “resistance dilemma”: the potential of place-based activism to threaten the much-needed transition to renewable energy. He examines several episodes of resistance to clean energy infrastructure in eastern Canada and the United States. Finally, Hoberg describes some innovative processes of energy decision-making, including strategic environment assessment, and cumulative impact assessment, looking at cases in British Columbia and Lower Alberta.
