But our laws are too complex, and legal advice too expensive, for poor and even middle-class Americans to get help and vindicate their rights. Criminal defendants facing jail time may receive an appointed lawyer who is juggling hundreds of cases and immediately urges them to plead guilty. Civil litigants are even worse off; usually, they get no help at all navigating the maze of technical procedures and rules. The same is true of those seeking legal advice, like planning a will or negotiating an employment contract. Rebooting Justice presents a novel response to longstanding problems. The answer is to use technology and procedural innovation to simplify and change the process itself. In the civil and criminal courts where ordinary Americans appear the most, we should streamline complex procedures and assume that parties will not have a lawyer, rather than the other way around. We need a cheaper, simpler, faster justice system to control costs. We cannot untie the Gordian knot by adding more strands of rope; we need to cut it, to simplify it.

IOs intervene in military, financial, economic, political, social, and cultural affairs, and increasingly take on roles not explicitly assigned to them by law. The proposed book will contend that this 'mission creep' has allowed IOs to intervene internationally, most often in the Global South, in a way that has allowed them to recast institutions within and interactions among states, societies, and peoples on a broadly Western, liberal model. Adopting a historical and interdisciplinary, socio-legal approach, it supports this claim through detailed investigations of historical episodes involving three very different organizations: the International Labour Organization in the interwar period; the United Nations in the two decades following the Second World War; and the World Bank from the 1950s through to the 1990s. The book draws on a wide range of original institutional and archival materials, bringing to light little-known aspects of each organization's activities, identifying continuities in the ideas and practices of international governance across the twentieth century, and speaking to a range of pressing theoretical questions in present-day international law and international relations --Front flap of the book.

The defects in practical education which the author so feelingly deplores, are such as our own countrymen have not been slow to discover, and we believe that neither to Prussia, Germany, nor Switzerland, will they yield the palm in the earnest search for more approved means of general instruction. The question has of late been kept alive in the Union, by various publication of some improved system, and will therefore be likely to give grave attention to a work put forth by one who has attained a well-earned celebrity for his exertion in the cause, and whose opinions are listened to with profound respect, by persons of every political temperament. The work from which this summary is extracted is comprehensive in its view, but extended in its details; it is, therefore, one to which public men would at this juncture be hardly disposed to give so large a share of consideration as every part deserves; and it contains some matters also, which, however important in the abstract, are not so immediately pressing as others. GAO found that: (1) although federal agencies have acted on or partially implemented most of the NPR recommendations, only 4 percent have been fully implemented; (2) additional actions on management issues not addressed by NPR are needed to achieve budgetary savings and improve government management; (3) the successful implementation of NPR recommendations depends on a legislative-executive partnership for action, attention to agencies' capacities, and sustained political and career leadership; (4) Congress and the Administration must shift the focus of government management and accountability to emphasize outcomes and results rather than inputs, outputs, and processes; (5) the Administration must clearly state agencies' goals in outcome-based terms, develop a means to measure progress toward goals, and establish structures and processes to reinforce outcome-based management; (6) the legal imperatives needed to spur government reinvention are already in place; (7) Congress needs to resolve some agencies' conflicting missions and reduce its micromanagement of agencies to give them the flexibility they need; and (8) the transition to a results-oriented government will take years to accomplish, but the potential benefits are enormous.
