Book excerpt: The present report was informed by the work of the Intergovernmental Working Group on Drought under the United Nations Convention to Combat Desertification (UNCCD), and its holistic approach with the other Rio Conventions, as well as the international sustainable development and disaster risk reduction communities. The publication builds on a recent review of drought risk mitigation, preparedness and response measures commissioned by FAO with partners in the Integrated Drought Management Programme, alongside a range of other recent global reviews, and the work of the Intergovernmental Working Group of the UNCCD on drought. The report presents an overview of current knowledge and thinking concerning the effectiveness of three distinct layers of financing that set out to address drought risks in different ways. For each of these, results are conceptualized and measured in different ways for disaster risk reduction, adaptation to climate change, and transformative green finance. There is not yet any coherent global system to generate an overview of progress and gaps at the global level, nor to orient public policies and learning processes within the affected countries. This initial review explores how these gaps could be filled. It also takes a first step toward doing so by bringing together insights from the current available systems for targeting and tracking financing to address drought risks through the three layers of actions, target indicators and evidence systems.

Book excerpt: This report is a component of the Research Program on Climate Change, Agriculture, and Food Security (CCAFS)-funded project Impacts of Climate Extremes on Future Water and Food Security in South Asia and East Africa. The goal of the project was to characterize extreme drought events, to improve on a methodology to assess the probability of these events in the future under climate change, to illustrate their impacts, and to provide suggestions on coping strategies. The present report sets the stage for the overall project by undertaking a review of the causes of vulnerability to drought in East Africa and the western Indo-Gangetic Plain (IGP) of South Asia, and discussing the options to increase resilience to drought in the agricultural sector. Agriculture is a high-risk endeavor in both regions, due to a combination of recurrent droughtswhich may intensify due to climate changepoor soil fertility, and a host of constraints faced by farmers, especially low access to input and output markets. These factors, combined with farmers high aversion to risk, stifle investments in agriculture, resulting in continuous underachieving production, low income, and persisting poverty.

Book excerpt: Climate change is expected to bring new challenges and opportunities for the livelihoods of rural communities in Uganda, where more than 80% of the population depends on rain-fed agriculture. The purpose of this review was to analyze national policies on climate change adaptation, agriculture, forests, management of forested and agroforested landscape ecosystems and their goods and services, and the roles of stakeholders in the national arena. Recognizing the role of forest cover in climate change mitigation and adaptation, this review is based on stakeholder engagement and analysis of published literature on the policy, institutional and socioeconomic drivers of forest cover change around Mount Elgon. The bulk of Ugandas forests are on land under private ownership and deforestation has occurred mainly in such forests. Several national laws and international conventions ratified by Uganda offer a framework under which forests are managed. Management of protected forests is shared between central and local authorities. Several natural resource policies are likely to have significant unintended impacts that may enable or limit the adaptation of stakeholders and ecosystems to climate change. The current climate change policy, which is an overarching document that addresses climate change in Uganda, suggests that policy responses, either sector specific or crosscutting in nature, be harmonized in order to better address the challenges associated with climate change adaptation and mitigation.

Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as ‘either/or’ the message that emerges is more one of how do you integrate these approaches. Finally, a few chapters bring to light how prevention is needed for national security as well as water security. In Focus – a book series that showcases the latest accomplishments in water research. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

There were clear early warning signs many months in advance, yet there was insufficient response until it was far too late. This briefing, published jointly by Oxfam and Save the Children, examines the factors that allowed a drought in Ethiopia, Kenya, Somalia and Djibouti to develop into a full-scale crisis of hunger and livelihoods, such that millions of people suffered and thousands died. Its main focus is the response of international aid system, although the ultimate importance of enhanced resilience for the communities themselves is recognised. Recommendations: A change in approach to chronic drought situations is needed: managing the risks, not the crisis. This means that the all actors {u2013} national governments, donors, NGOs, and the UN need to: act decisively on information from early warning systems and not wait for certainty before responding; actively seek to reduce drought risk in all activities, ensuring that long-term development interventions increase resilience and adapt to the changing context; and change organisational structures, invest in people and provide flexible funding in order to break down the divisions between humanitarian and development work.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Pastoral livestock production is crucial to the livelihoods and the economy of Africa’s semiarid regions. It developed 7,000 years ago in response to long-tern climate change. It spread throughout Northern Africa as an adaptation to the rapidly changing and increasingly unpredictable arid climate. It is practiced in an area representing 43% of Africa’s land mass in the different regions of Africa, and in some regions it represents the dominant livelihoods system. It covers 36 countries, stretching from the Sahelian West to the rangelands of Eastern Africa and the Horn and the nomadic populations of Southern Africa, with an estimate of 268 million pastoralists. The mobility of pastoralists exploiting the animal feed resources along different ecological zones represents a flexible response to a dry and increasingly variable environment. It allows pastoral herds to use the drier areas during the wet season and more humid areas during the dry season. It ensures pastoral livestock to access sufficient high-quality grazing and create economic value. The objectives of this report are to investigate the current situation of pastoralism and the vulnerability context in which pastoralism currently functions and to outline the policy, resilience programming, and research areas of intervention to enhance the resilience of pastoral livelihoods systems. Scholarly views of pastoralism’s ecological impact have grown more positive since the early 1990s, when a new understanding of dryland dynamics led to the so-called new rangeland paradigm. The new rangeland paradigm represents a shift in the wider discourse on pastoralism from the earlier debates based on the “tragedy of the commons.” The new rangeland paradigm has provided a more comprehensive understanding of the drylands and shown that mobility is an appropriate strategy to exploit the natural resource base in these areas. In recent decades, the adaptability and mobility of pastoralism in relation to resource variability have been undermined by factors that are embedded in the institutional environment and policy that shape the vulnerability context of pastoralism. The report analyzes five factors that undermine the pastoral livelihoods resilience and the implications of these factors for the viability of pastoralism. On the basis of the analysis of vulnerability contexts that shape pastoralism, the report identifies interventions for increasing pastoral resilience.
