Based on these cross-country experiences, this paper recommends: (i) implementing a package reform of tax administration and tax policy measures; (ii) focusing mainly on indirect tax (VAT and excise) reforms and tax incentive rationalizations; (iii) undertaking tax administration measures for improving compliance by strengthening taxpayer segmentation and automation; and (iv) launching social dialogue with key stakeholders as well as high-level political commitment.

Book excerpt: Control over natural resource revenues is a contentious, politically divisive issue in most developing countries-especially for oil production. A typical policy response of the center in such cases has been to introduce revenue sharing arrangements. Such measures have generally not assuaged the aspirations of the oil-producing regions and have exposed them to volatility in their revenue flows that they are generally unable to cope with. An alternative is to assign more stable revenue bases to the regional administrations, together with a general-purpose transfer system that incorporates a floor. This acts as an insurance mechanism for the regional administrations and facilitates the stable provision of public services in the oil-production regions, as well as the possibility of redistribution. We use the recent history of oil-revenue sharing in Nigeria to illustrate the propositions.

To achieve the objective of the study, relevant secondary data were collected from the Central Bank of Nigeria (CBN) Statistical Bulletin. The study set out to test both long run and causal relationship between tax revenue and public expenditure in Nigeria. An empirical investigation was conducted using time-series data on oil revenue, non-oil revenue and capital expenditure from 1985-2017. The technique employed in the study include were Augmented Dickey Fuller test, Johasen Co-integration test, Vector Error Correction Model, Granger Causality test, and diagnostic test. The results shows a significant long-run relationship and a uni-directional relationship between tax revenue and public expenditure in Nigeria.The study recommends that Government should endeavor to provide social amenities to all nooks and crannies of the country as this will boost the level of tax compliance in Nigeria.

Low non-oil revenue mobilization is affecting the government’s objectives to expand growth-enhancing expenditure priorities, foster higher growth, and comply with its fiscal rule which limits the federal government deficit to no more than 3 percent of GDP. There is significant revenue potential from structural tax measures. A broad-based and comprehensive tax reform program is needed in the short and medium term to address these objectives and generate sustainable revenue growth by broadening the bases of income and consumption taxes, closing loopholes and leakage created by corporate tax holidays and the widespread use of other associated tax expenditures, as well as creating incentives for the subnational tiers of government to raise their own source revenues.

This project shows the impact of company income tax on revenue generation in Nigeria. The method used in collecting data for this research work is through primary, personal observation and secondary data as the major source of information. The researcher administered the questionnaires randomly to the staff of Federal Inland Revenue Services, registered Company Income Tax agents and in some public places in Adamawa State. One hundred (100) questionnaires were generally administered to all the various respondents at the rate of one questionnaire per individual. The data collected were analyzed using simple percentage. The analysis revealed that there is no any marked difference in the various respondents’ general perception of Company Income Tax on government revenue generation and its impacts on living condition of people in Adamawa State. Therefore, based on the findings, the study recommends among others that; the government agency responsible for the collection of companies income tax, the Federal Inland Revenue Service (FIRS) should work in liaison with the Commission (CAC) to ensure that all companies registered in Nigeria i.e. Foreign and Domestic meet their tax obligations to the nation.
