While a country's endowments constitute the deep determinates of growth, the trajectory they follow is shaped by the actions of elites. And are their actions today constrained by institutions and norms established in the past? This volume looks at case studies from South Africa to China to seek a better understanding of the dynamics behind how elites decide to engage with economic development. Approaches include economic modelling, social surveys, theoretical analysis, and program evaluation. These different methods explore the relationship between elites and development outcomes from five angles: the participation and reaction of elites to institutional creation and change, how economic changes affect elite formation and circulation, elite perceptions of national welfare, the extent to which state capacity is part of elite self-identity, and how elites interact with non-elites.

Based upon extensive field surveys carried out by the European Training Foundation and joint analysis of data with the World Bank, the book paints a precise picture of potential and returning migrants from four very different countries two traditional (Egypt, Tunisia) and two new (Albania, Moldova) sending countries. It describes the skills these migrants possess, the extent to which migrants are able to use their skills and training while abroad, and the impact that the experience of migration has on their skills development. The book also offers suggestions on how the governments of countries sending migrants and countries receiving them could move towards more eff ective policies for managing legal migration flows. Policies that address the increasingly circular nature of migration benefit all parties involved. This book looks at more than thirty years of long-distance politics exercised by the Acehnese diaspora both during the conflict and beyond. It interprets the social, political and cultural aspects of the small-scale conflict in Aceh, as well as focusing on the external factors related to the Acehnese overseas and their impact on homeland politics. The book goes on to contribute to the argument that the Acehnese diaspora had a significant impact on those who remained in Aceh. By focusing on the triangular relationships between the homeland, the host countries and the Acehnese diaspora, the book draws attention to the exchange of people, ideas, and financial and material resources that has occurred. It is a useful contribution to Southeast Asian Politics and Diaspora Studies.
