Book The Right Skills for the Job

Download or read book The Right Skills for the Job written by Rita Almeida and published by World Bank Publications. This book was released on 2012-07-19 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the question of how to build and upgrade job relevant skills. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

Book A Study of Factors in Workers Decisions to Forego Retraining Under the Manpower Development and Training Act of 1962

Download or read book A Study of Factors in Workers Decisions to Forego Retraining Under the Manpower Development and Training Act of 1962 written by William Ferris Brazziel and published by . This book was released on 1964 with total page 59 pages. Available in PDF, EPUB and Kindle. Book excerpt: This research sought to identify factors in the decisions of unemployed, unskilled workers to forego retraining for a higher level of skill. It attempted to gain insights concerning the choice processes by which workers decide for or against retraining, as a a basis for planning future retraining programs, especially the manner in which retraining opportunities are offered to prospective trainees. After briefly summarizing the major findings of the study, the report analyzes in detail the statistics obtained in interview of the men who enrolled in retraining programs, as compared with those for men who rejected the opportunity to enroll. A second section of the report presents the conclusions and suggests the implications of these findings. A concluding section of the report contains tables of supporting data, together with some brief notes on methodology.

Book The Low Skill Bad Job Trap

Download or read book The Low Skill Bad Job Trap written by Mr.Alun H. Thomas and published by International Monetary Fund. This book was released on 1994-07-01 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper explains how a country can fall into a “low-skill, bad-job trap,” in which workers acquire insufficient training and firms provide insufficient skilled vacancies. In particular, the paper argues that in countries where a large proportion of the workforce is unskilled, firms have little incentive to provide good jobs (requiring high skills and providing high wages), and if few good jobs are available, workers have little incentive to acquire skills. In this context, the paper examines the need and effectiveness of training policy, and provides a possible explanation for why western countries have responded so differently to the broad-based shift in labor demand from unskilled to skilled labor.

Book Adult Workers

Download or read book Adult Workers written by Scott A. Liddell and published by . This book was released on 1995 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Because their fiscal health depends on having a large base of high-wage taxpayers, states have an economic interest in increasing their citizens' skill levels. In today's global economy, high wages are increasingly tied to the high skills required to function successfully in high performance work organizations. Employer-provided skill upgrading for most U.S. workers is either inadequate or nonexistent as firms seek to minimize operating costs. Publicly supported efforts to train adult workers cannot succeed by simply building upon the foundations of existing state education policies/practices because nearly all current spending on human resource development supports primary, secondary, and higher education. Several states, including Alabama, California, Connecticut, Illinois, and Iowa, are involved in the following types of innovative activities to target training and education toward workers and firms in the private sector: provide high priority assistance to companies developing high performance organizations that take full advantage of broadly skilled workers and flexible production systems; finance worksite-based skill improvement; use tax and bond systems to meet the need for reliable funding of training programs; and use tax credits to train work forces through state-approved providers. Book What are Low Ability Workers to Do when Unskilled Jobs Disappear Part 1 Why More Education and Training Isn t the Answer

Download or read book What are Low Ability Workers to Do when Unskilled Jobs Disappear Part 1 Why More Education and Training Isn t the Answer written by and published by . This book was released on 2007 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Employers are reporting shortages of skilled labour, yet unskilled workers are sitting idle on welfare. Many commentators think both problems can be solved by more education and training, but this paper disputes this. The solution to the skills shortage lies in policies like delayed retirement and increased female participation in the workforce. The solution to unskilled joblessness lies in generating more unskilled employment. [p.1].

Book Skills Shortages and Training in Russian Enterprises

Download or read book Skills Shortages and Training in Russian Enterprises written by and published by World Bank Publications. This book was released on 2007 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the transition to a market economy, the Russian workforce underwent a wrenching period of change, with excess supply of some industrial skills coexisting with reports of skills shortages by many enterprises. This paper uses data from the Russia Competitiveness and Investment Climate Survey and related local research to gain insight into the changing supply and demand for skills over time, and the potential reasons for reported staffing problems and skills shortages, including labor turnover, compensation policies, and the inhibiting effects of labor regulations. It discusses in-service training as an enterprise strategy for meeting staffing and skills needs, and presents evidence on the distribution, intensity, and determinants of in-service training in Russia. It investigates the productivity and wage outcomes of in-service training, and the supportive role of training in firms' research and development and innovative activities. A final section concludes with some policy implications of the findings.

Book excerpt: Does better access to foreign workers reduce firms' willingness to provide general skills training to unskilled workers? We analyze how the opening of the Swiss labor market to workers from the European Union affected the number of apprenticeship positions that firms provide. We exploit that the availability of foreign workers increased more in firms close to the border because they gained unrestricted access to cross-border workers from Switzerland's neighboring countries. Our Difference-in-Differences estimates suggest that firm-provided training to unskilled workers and access to foreign workers are not necessarily substitutes: opening the borders did not have a statistically significant effect on apprenticeship provision. Using unique data on firms' costs and motives to train apprentices, we show that the greater availability of foreign workers reduced firms' incentive to train because hiring skilled workers externally became cheaper, among others because new hires became more productive from the start. Positive impacts on firm growth worked in the opposite direction.

Book A Theory of Employment in Firms

Download or read book A Theory of Employment in Firms written by Josef Falkinger and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 209 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a modern economy, production and competition require internal interaction of individuals in firms. The book provides a systematic treatment of the macroeconomic consequenses of this fact. For this purpose the concept of a two-stage monopolistic competition equilibrium is introduced into macroeconomic theory. Firms choose the capacity to organize internal interaction at stage 1 and compete at stage 2. The concept allows a rigorous analysis of the provision of work places and the economic determinants of the employable work force. The book explains why in the equilibrium of a market economy, even under flexible wages, no jobs may be provided for people who are employable from an efficiency point of view. The economic determinants of equilibrium employment covered by the analysis of the book are: New forms of work organization, changes in the skill structure of the labor force, market power of key factors for organization, expectations of investors and international capital movements.
