Book excerpt: Career technical education (CTE) rests at the nexus of governors' efforts to improve their states' K-16 education system and develop an economy supportive of innovation. Traditional CTE programs, such as carpentry, which emphasized employment in a specific trade, are evolving into programs that now educate students for a range of careers in the broader construction industry. New CTE programs, such as computer networking and pre-engineering, are being created to educate and prepare students for careers involving sophisticated scientific and technological skills and knowledge. Today, more than half the students who choose to concentrate in CTE also take a college preparatory curriculum. Despite CTE's past reputation as a less-demanding track, research proves that career technical education engages and motivates students by offering them real-world learning opportunities, leading to lower dropout rates and greater earnings for high school graduates. When CTE courses also incorporate more academic rigor, research shows that student achievement significantly increases. These findings suggest that CTE should be an important aspect of a state's broader high school redesign strategy. A handful of states have already begun to incorporate CTE into their high school reform and economic competitiveness efforts, making learning both more challenging and relevant to students' interests. The following plan can help governors accelerate this trend by reorienting state CTE programs to reflect more demanding academic expectations: (1) Connect education to economic growth industries; (2) Use the bully pulpit to promote CTE; (3) Include the skills employers demand in state standards, assessment, and accountability systems; (4) Base CTE curricula around state standards; (5) Improve the quality of CTE teaching; (6) Design quality-control measures to promote more rigorous programs; (7) Require high school students to declare a course of study; and (8) Eliminate duplicated coursework between high school and postsecondary systems. By providing the leadership to strengthen state policies and improve coordination across agencies and systems, governors can improve the outcomes for both high school students and the workforce. Those states that undertake this strategic approach to retooling CTE programs can expect more engaged and persistent graduates who have added earning potential and are better prepared to enter high-wage/high-skill occupations. Book excerpt: This Special Issues Brief from the Center on Great Teachers and Leaders (GTL Center) offers insight into three human capital management policies that are critical for career and technical education (CTE) teachers: certification, performance evaluation, and professional development. CTE teachers are uniquely positioned to improve college and career readiness for all students, and yet major federal and state education reforms, such as the Common Core State Standards, teacher evaluation, and ESEA flexibility have paid insufficient attention to direct supports for CTE teachers. This brief is a first step in addressing these policy gaps by offering state education leaders an overview of the current policy landscape, its implications for CTE teacher effectiveness, and next steps for creating aligned and coherent human capital management policies. Specifically, this brief helps states do the following: (1) Develop an understanding of the national policy landscape on certification, evaluation, and professional development for teachers in CTE fields; (2) Review and assess current state policies for all teachers in addition to policies specific to CTE teachers so as to help (a) recruit and retain more CTE teachers, (b) improve CTE teacher effectiveness, and (c) properly support CTE teachers in implementing new standards such as the Common Core State Standards and the Common Career Technical Core; and (3) Recognize the importance of creating CTE human capital management policies that promote systems thinking rather than an "initiatives" approach. A systems mindset to improving educator effectiveness ensures greater coherence and comprehensiveness in addressing educators' needs, for both CTE teachers and educators overall. The brief is intended for regional centers, SEA policymakers and staff (including state educator effectiveness leads and state directors of CTE), CTE advocacy groups, CTE professional organizations, and educator quality organizations. These stakeholders can build awareness about the importance of CTE in realizing federal and state policy priorities and work together to ensure that human capital management policies promote CTE teacher effectiveness. Book excerpt: In recent years, career/technical education (CTE) has risen to the top of the education policy agenda for governors, legislators, and agency heads. As a result of informed interest among key education leaders, the CTE policies and programs being advocated and implemented today bear little resemblance to those in place not long ago. Among the factors driving increased state policymaker interest in CTE are: (1) A pervasive gap between workforce needs and the skills of entering workers; (2) The projected growth in skilled occupations requiring technical certification or a credential beyond a high school diploma; and (3) Interest in improving high school graduation rates by helping students see connections between programs of study and career opportunities in high-wage, in-demand fields. States are addressing these needs by incentivizing action in various ways. Among these diverse incentives are 1) "carrot" policies to encourage high school students to earn CTE credentials or to perform well on WorkKeys; 2) "stick" policies for schools and districts to ensure that CTE students are progressing toward career-readiness; and 3) development of supports for students at risk of falling short of career-readiness. States also are increasingly blurring the lines between traditional "academic" and career/technical courses by incorporating core content standards, as appropriate, into CTE courses, and reframing dual enrollment programs, which in many states have been limited to traditional academic coursework. This issue of "The Progress of Education Reform" will clarify how these approaches differ from CTE and career-readiness initiatives in the not-too-distant past, and identify states that are moving forward. Book excerpt: The Obama Administration has once again demonstrated the important role community colleges play in educating the nation's workforce and boosting the nation's economy with its recently proposed Community College to Career Fund. This $8 billion fund is aimed at forging partnerships between colleges and businesses to train workers for good-paying jobs in high-demand fields. To be positioned to benefit from this and other potential opportunities, the California Community Colleges (CCC) should accelerate efforts to strengthen and streamline career technical education (CTE). The authors' research reveals a potential for much greater value to be realized from the CTE mission area. Despite healthy course enrollments and credit accumulation in vocational coursework, only a small percentage of students earn certificates or vocational associate degrees. The colleges collectively offer a vast array of CTE programs that their research tells could be better shaped to meet student and employer needs. As a follow up to their February 2011 report, "The Road Less Traveled," the authors have embarked on a four-part project to examine the status of the CTE mission area of the California Community Colleges and ultimately to identify ways that state and system policy can best support colleges in operating CTE programs that meet the needs of students and their regions. The first report, released January 2012, concluded that fragmented and complex organizational structures and funding arrangements preclude development of a coherent systemwide strategy for CTE. For this second report, the authors examine the full set of career-oriented credentials offered by the CCC. They inventory CTE programs across the system and analyze program information as a basis for understanding how the breadth and complexity of CTE programming within and across colleges contributes to the overall performance of CTE. They also strive to determine how well the CTE programs offered across the system are meeting students' needs to identify, enroll in, and complete programs with real value in today's labor market.
