Book excerpt: During the middle third of the 20th century, workers in most industrialized countries secured a substantial measure of job security, whether through legislation, contract or social practice. This “standard employment contract,” as it was known, became the foundation of an impressive array of rights and entitlements, including social insurance and pensions, protection against unsociable working conditions, and the right to bargain collectively. Recent changes in technology and the global economy, however, have dramatically eroded this traditional form of employment. Employers now value flexibility over stability, and increasingly hire employees for short-term or temporary work. Many countries have also repealed labor laws, relaxed employee protections, and reduced state-provided benefits. As the old system of worker protection declines, how can labor regulation be improved to protect workers? In Rethinking Workplace Regulation, nineteen leading scholars from ten countries and half a dozen disciplines present a sweeping tour of the latest policy experiments across the world that attempt to balance worker security and the new flexible employment paradigm. While the topic has been an object of keen academic interest for nearly half a century, theorists and practitioners still struggle with the most basic questions: What is organizational culture? Can it be measured? Is it a dependent or independent variable? Is it causal in organizational performance, and, if so, how? Paradoxically, managers and practitioners ascribe cultural explanations for much of what constitutes organizational behavior in organizations, and, moreover, believe culture can be engineered to their own designs for positive business outcomes. What explains this divide between research and practice? While much academic research on culture is challenged by ontological, epistemic and ethical difficulties, there is little empirical evidence to show culture can be deliberately shaped beyond espoused values. The gap between research and practice can be explained by one simple reason: the science and practice of culture has yet to catch up to managerial intuition.Managers are correct in suspecting culture is a powerful normative force, but, until now, current theory and research is not able to adequately account for cultural behavior in organizations. Rethinking Culture describes and presents evidence for a new framework of organizational culture based on the cognitive science of the so-called cultural mind. It will be of relevance to academics and researchers with an interest in business and management, organizational culture, and organizational change, as well as cognitive and cultural anthropologists and sociologists interested in applications of theory in organizational and institutional settings.

In Rethinking the Administrative Presidency, William G. Resh considers these complicated questions from an empirical perspective. Relying on data drawn from surveys and interviews, Resh rigorously analyzes the argument that presidents typically start from a premise of distrust when they attempt to control federal agencies. Focusing specifically on the George W. Bush administration, Resh explains how a lack of trust can lead to harmful agency failure. He explores the extent to which the Bush administration was able to increase the reliability—and reduce the cost—of information to achieve its policy goals through administrative means during its second term. Arguing that President Bush's use of the administrative presidency hindered trust between appointees and career executives to deter knowledge sharing throughout respective agencies, Resh also demonstrates that functional relationships between careerists and appointees help to advance robust policy. He employs a “joists vs. jigsaws” metaphor to stress his main point: that mutual support based on optimistic trust is a more effective managerial strategy than fragmentation founded on unsubstantiated distrust.
