Book Retention of Enlisted Maintenance Logistics and Munitions Personnel

Download or read book Retention of Enlisted Maintenance Logistics and Munitions Personnel written by Albert A. Robbert and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past ten years, maintenance career fields in the U.S. Air Force have been negatively affected by a series of events that have resulted in an experience shortage. Although there has been an improvement in Total Force manning since 2015, several skill levels are still experiencing shortages. To bridge the experience shortfall, the U.S. Government Accountability Office called for an Air Force retention strategy tailored to retain experienced maintainers. The RAND Corporation was asked to explore whether individual characteristics, economic and geographic factors, and the new Blended Retirement System (BRS) could provide additional insights into what predicts retention of this workforce. This report focuses primarily on aircraft maintenance career fields, with some attention to munitions and logistics career fields as resources permitted. The authors undertake two analytic approaches to examine the underlying determinants of retention. First, they use logistic regression to determine how strongly a variety of individual and environmental characteristics are associated with decisions to reenlist, extend an enlistment, or separate from the Air Force; second, they use RAND's Dynamic Retention Model to estimate how the new BRS will affect maintenance, munitions, and logistics career fields when those in the new system reach retention decision points. The authors find that changes in individual characteristics and environmental variables have improved retention in the maintenance, munitions, and logistics career fields. Although much of what influences retention is beyond the Air Force's control, the authors offer a number of recommendations and identify areas of emphasis that could be exploited.

Book Military personnel perceptions of retentioncritical personnel are similar to those of other enlisted personnel

Download or read book Military personnel perceptions of retentioncritical personnel are similar to those of other enlisted personnel written by and published by DIANE Publishing. This book was released on 2001 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the early and mid-1990s, when the military reduced personnel levels, retention was not a primary concern. However, DOD and Congress have long recognized that some servicemembers, particularly those in certain technical areas, can be difficult to retain. In 1998, DOD raised concerns about retention overall and about the quality and readiness of its forces. In testimony before the Senate Armed Services Committee in September 1998, the members of the Joint Chiefs of Staff testified that retention rates had declined force-wide and within specific critical occupations. In response to these concerns, Congress increased military pay across-the-board and repealed legislation that lowered retirement benefits for some military personnel. In the last quarter of fiscal year 2000, the services reported they were generally successful in retaining more personnel at the aggregate level but were still concerned about readiness in selected critical skill areas.

Book Supply Rate and Equilibrium Inventory of Air Force Enlisted Personnel

Download or read book Supply Rate and Equilibrium Inventory of Air Force Enlisted Personnel written by Arthur De Vany and published by . This book was released on 1978 with total page 2 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of this research is to develop and test a general model of the Air Force manpower market. Previous studies of manpower supply have had mixed results, some even indicating that enlistments are negatively related to the Air Force wage. This study indicates that previous work failed to account for the simultaneous determination of enlistments and retentions and so has misinterpreted their regressions as supply equations when they are, in reality, reduced from equations resulting from the joint interaction of Air Force demand and enlistment supply activity. A stochastic process model is used to represent the Air Force manpower market. The variables which determine the levels of the steady state manpower inventory, personnel turnover and new enlistment flows are the mandated force level requirement, Air Force and civilian wages, the unemployment rate and the perceived civilian returns to Air Force provided training. Because both the enlistment rate as well as the planned duration of service are treated in the model it is possible to trace the impact of changes in the determining variables upon retention and enlistments. The empirical work rejects the standard regression 'supply' approach and supports the simultaneous demand and supply approach developed in the study.

Book A Methodology for the Analysis and Prediction of Air Force Enlisted Aircraft Maintenance Personnel Retention Rates Using Economic Statistics

Download or read book A Methodology for the Analysis and Prediction of Air Force Enlisted Aircraft Maintenance Personnel Retention Rates Using Economic Statistics written by Peter D. Lommen and published by . This book was released on 1999-09-01 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this study is to investigate the effects of certain national economic indicators on enlisted aircraft maintenance personnel retention rates. To fulfill this purpose, this study builds a linear regression equation that can predict the retention rate using the civilian unemployment rate and the index of 11 leading economic indicators as the independent variables. Journal literature and economic texts were reviewed to identify the indicators as good predictors for changes in employee turnover. The method of linear regression was used to build the model needed to predict the changes in the retention rate. The equation developed with this technique in the present research may help the Air Force Personnel Center predict future enlisted retention rate changes. AFPC's task of keeping a steady force has a central need of knowing the number of personnel that will be staying and leaving the force. The results of this study show a strong relationship between the future retention rate of the enlisted aircraft maintenance force and the unemployment rate and the index of 11 leading indicators.

Book Military Personnel Systematic Analyses Needed to Monitor Retention in Key Careers and Occupations

Download or read book Military Personnel Systematic Analyses Needed to Monitor Retention in Key Careers and Occupations written by and published by . This book was released on 2000 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Widespread reductions in retention rates were not evident at the aggregate level across the services from 1988 through 1998. Aggregate measures of retention, however, mask significant reductions that occurred among specific groups of military personnel in different career stages and occupational specialties. These drops in retention were more evident among groups of enlisted personnel than among officers. Although aggregate retention rates declined to some extent in the early 1990s, enlisted and officer rates in 1996-98 (after the drawdown) were very similar to those in 1988-90 (before the drawdown). Enlisted retention rates increased in the Army and the Navy by about 2 percent and 7 percent, respectively, decreased in the Marines by about 5 percent, and remained unchanged in the Air Force. However, when examining recent trends (1998 compared with 1996-97), we found that retention rates declined for enlisted personnel in the Army, the Air Force, and the Marines by 4 to 8 percent. Among officers, retention rates changed by about 1 percent over both the long and the short term.

Book Analysis of the Impact of People Programs Upon Retention of Enlisted Personnel in the Air Force Chapters I II III IV V Bibliography

Download or read book Analysis of the Impact of People Programs Upon Retention of Enlisted Personnel in the Air Force Chapters I II III IV V Bibliography written by RESOURCES RESEARCH CORP COLLEGE STATION TX. and published by . This book was released on 1982 with total page 167 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary purpose of this project is to provide an evaluation of the impact of the people programs on retention. We examine both theoretically and empirically the impact of assignment policy on the retention of first-termers, second-termers and career airman for the years 1974 to 1980. This time series analysis is undertaken at an individual level, though some aggregate statistics are considered. At the individual level a probit specification will be used to carry out the analysis. This analysis will allow the Air Force to determine not only the impact of the people programs on reenlistment rates, but also if the cost of implementing these programs will be offset by the benefits which, to a large extent, consist of the savings in training costs of new personnel.

Book Strengthening U S Air Force Human Capital Management

Download or read book Strengthening U S Air Force Human Capital Management written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2021-03-02 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: The USAir Force human capital management (HCM) system is not easily defined or mapped. It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Book The Retention of High Quality Personnel in the U S Armed Forces

Download or read book The Retention of High Quality Personnel in the U S Armed Forces written by Michael Paul Ward and published by Rand Corporation. This book was released on 1985 with total page 57 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study addresses the question, Does the military retain the best of its first-term recruits? Using data from the 1974 Entry Cohort File developed by the Defense Manpower Data Center, the authors generate an index of job performance that combines entry-level attributes of recruits--Armed Forces Qualification Test scores and level of education--with first-term promotion histories. This "quality index" is used to assess the relative importance of these characteristics and other unobserved "ability factors" for evaluating the military's success in retaining high-quality enlisted personnel. The authors find that the military is, in general, successful in retaining high-quality enlisted personnel. Those lost through attrition have the lowest quality. Those who separate at the end of their commitment have about the same quality as those entering the military. The study is a first step toward answering the important policy question of how the military can attract and retain high-quality recruits, and how reenlistment standards should be designed.

Book Developing an Air Force Retention Early Warning System

Download or read book Developing an Air Force Retention Early Warning System written by David Schulker and published by . This book was released on 2021 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: RAND Project Air Force was tasked with developing a new capability for planners: a retention early warning system (REWS) that alerts policymakers when a subgroup of U.S. Air Force (USAF) military members is at risk for future shortages. The goal of the research project was to develop a forecasting model for retention, operationalized within a prototype decision-support application, that can alert decisionmakers to emerging problems and thus allow them enough time to consider adjusting accession and retention policies before shortages occur. The authors' overall approach to designing the system drew on widely used paradigms for solving data science problems. These paradigms emphasize understanding the business problem, drawing on a wide array of data sources and types, testing several flexible prediction approaches to optimize performance, and operationalizing the information for decisionmaking. To gain an understanding of the data sources that would be desirable for this application, the authors performed an extensive review of the turnover literature and identified gaps in existing USAF data collection efforts.

Book The Quality of Personnel in the Enlisted Ranks

Download or read book The Quality of Personnel in the Enlisted Ranks written by Beth J. Asch and published by Minnesota Historical Society. This book was released on 2005 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: The armed services must attract, retain, and promote high-quality personnel. This monograph examines their ability to meet these goals in the past. Using the quality index, we find that those who complete their first terms, who stay until year of service (YOS) 8 or YOS12, and those who are promoted to higher grades are significantly higher quality. Our conclusions differ from those drawn from traditional measures because our measure includes information that cannot be predicted at entry but is instead revealed on the job.

Book Assessing Fitness for Military Enlistment

Download or read book Assessing Fitness for Military Enlistment written by National Research Council and published by National Academies Press. This book was released on 2006-02-27 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Department of Defense (DoD) faces short-term and long-term challenges in selecting and recruiting an enlisted force to meet personnel requirements associated with diverse and changing missions. The DoD has established standards for aptitudes/abilities, medical conditions, and physical fitness to be used in selecting recruits who are most likely to succeed in their jobs and complete the first term of service (generally 36 months). In 1999, the Committee on the Youth Population and Military Recruitment was established by the National Research Council (NRC) in response to a request from the DoD. One focus of the committee's work was to examine trends in the youth population relative to the needs of the military and the standards used to screen applicants to meet these needs. When the committee began its work in 1999, the Army, the Navy, and the Air Force had recently experienced recruiting shortfalls. By the early 2000s, all the Services were meeting their goals; however, in the first half of calendar year 2005, both the Army and the Marine Corps experienced recruiting difficulties and, in some months, shortfalls. When recruiting goals are not being met, scientific guidance is needed to inform policy decisions regarding the advisability of lowering standards and the impact of any change on training time and cost, job performance, attrition, and the health of the force. Assessing Fitness for Military Enlistment examines the current physical, medical, and mental health standards for military enlistment in light of (1) trends in the physical condition of the youth population; (2) medical advances for treating certain conditions, as well as knowledge of the typical course of chronic conditions as young people reach adulthood; (3) the role of basic training in physical conditioning; (4) the physical demands and working conditions of various jobs in today's military services; and (5) the measures that are used by the Services to characterize an individual's physical condition. The focus is on the enlistment of 18- to 24-year-olds and their first term of service.
