Book excerpt: In 1993, the Census Bureau undertook a qualitative research project to investigate respondents' comprehension and interpretation of a subset of questions in the American Housing Survey (AHS). These items form a "moderate physical problems" scaled, used by housing analysts as a key indicator of the quality of housing stock. The research on the moderate physical problems (MPP) series used several different approaches to identify potential questionnaire problems: an "expert panel," telephone and field interview observations, analysis of AHS item nonresponse data, and a critical review of the questionnaire. Both complementing these initial investigations, and following up on the hypotheses they generated, was the primary research activity-- a series of cognitive laboratory intervgiews to explore respondents' comphrehension and interpretation of the MPP questions. Specific techniques used included think-aloud protocols, paraphrasings, and respondent debriefings. This paper first briefly describes the impetus for the research and the methods used, focusing in particular on cognitive interviewing techniques. It then presents some of the importanty substantive findings highlighting problems with the AHS instrument and our proposed solutions. Finally, the paper discusses the methodological advantages and disadvantages of using cognitive laboratory interviews in questionnaire redesign.

Yet education also provides "social benefits" for individuals and society at large, including a better way of taking care of ourselves, and consequently creating a better society to live in. Though it is difficult to quantify these social benefits, a more systematic analysis would improve our understanding of the full effects of education and provide a basis for considering related policies. The Office of Research of the United States Department of Education commissioned a series of papers on measuring these effects of education. Those papers, revised and updated, are collected here. Kenneth J. Arrow provides perspective on education and preference formation, and Jere R. Behrman considers general conceptual and measurement issues in assessing the social benefits of education and policies related to education. These issues are taken up by experts in four fields--health, parenting, the environment, and crime. We are moving away from the traditional disorder-oriented model of treatment to a child-centered, family-focused service delivery system that mandates mental health services in the context of the child's family and social ecology. This new system of care has spawned many variations of the model, including wraparound services, multisystemic treatment (MST), futures planning, and person-centred planning. As systems of care are different across countries and cultures, it is imperative that we share our knowledge and make explicit the lessons we have learned in our attempts to provide services to children and adolescents which focus on improving their quality of life rather than merely treating their psychiatric disorders and psychological problems. There is an urgent need to evaluate the various treatments being offered to children and adolescents with mental health needs. Empirical date on outcomes will determine the funding and delivery of services. As such, the latest research on treatment outcomes needs to be disseminated so that new and validated treatment methods can be implemented rapidly.
