Book excerpt: The federal Maternal and Child Health Bureau has launched a five-year initiative that will support state efforts to build comprehensive early childhood service systems. This initiative--the State Early Childhood Comprehensive Systems Initiative (SECCS)--provides two year planning grants followed by three year implementation grants to the 50 state Maternal and Child Health agencies. The purpose of these grants is to help coordinate, integrate and improve the access to, and the quality of, health, early education, parent education, and family support services for young children and their families. The Initiative seeks to help assure that all children enter school healthy and ready to learn, and achieve the fullest possible social and emotional development. This paper sets forth a disciplined thinking process designed to do these things--to help identify actions that will measurably improve the lives of children, families and communities. It is now being used, in whole or in part, in at least 40 states and eight countries. It breaks with past planning methods in several important ways. First it begins with discipline about language and the use of words to label ideas. Second, it posits a sharp distinction between accountability for the well-being of whole populations and accountability for the performance of programs, agencies and service systems. And third it offers a common sense progression of work, from talk to action, that produces effective actions with minimum paper. The approach offered in this planning guide can be used to structure the planning process, and future iterations of the planning process, to produce the legacy of results we want for young children and their families. Under the SECCS Initiative, state mother and child health agencies are being asked to apply MCH experience and expertise to a process of: (1) strengthening or creating partnerships with key early childhood stakeholders including those involved in existing early childhood initiatives; (2) collaborating with those stakeholders to implement a state early childhood strategic plan; and (3) supporting the development of integrated community-based platforms for promoting optimal early childhood development. In order to accomplish the ambitious goals of the SECCS Initiative, it will be necessary for states to use planning funds to forge connections between relevant existing state and local agencies, organizations and initiatives; leverage and maximize available resources including both funding and effort; and develop monitoring and evaluation activities that ensure accountability to short- and long-term results. This tool is designed to assist state MCH agencies with this exciting yet challenging work, regardless of where they currently stand along the continuum of early childhood systems building. Some states might see themselves starting from an array of disconnected early childhood services and programs, while others may have well integrated service delivery platforms in place linking state, county and community-based providers. Each state will enter the process at a slightly different level, yet all have the ability to improve the quality, coordination and comprehensiveness of services and care delivered to young children and their families. Book excerpt: The deluge of early child development research over the past 20 years has sparked an unprecedented public interest in the first years of children's lives. Research indicates that quality early education promotes the overall development of a healthy child. The Desired Results System, a standards-based accountability initiative of the California Department of Education, changed the way child development services were evaluated from a process-oriented and compliance model to one based on results. The purpose of this study was to explore early childhood educators' perceptions of the effectiveness of the Desired Results System and determine which factors facilitate or inhibit the implementation of the system for programs serving low-income children ages 3 to 5. The data were gathered through the administration of survey questionnaire and four focus group interviews with 11 administrators and 29 teachers from 4 child care and development sites. The study employed a mixed methods concurrent triangulation strategy to analyze the data. Descriptive statistical methods were utilized for quantitative data analysis. Qualitative data analysis using closed and open coding as well as the constant comparative method was employed to analyze focus group interview data. The overall results demonstrate that early childhood educators perceive the Desired Results System as a comprehensive and valuable system that has improved their program quality, knowledge, and skills. However, they believe challenges and hindrances such as lack of sufficient funding for staff training and development, lack of resources to provide staff with necessary time for completion of required forms/reports, heavy paperwork, frequent changes, and staff feeling stressed and overwhelmed have detracted from the overall system's effectiveness. The findings further suggest that in order for publicly funded early childhood programs to be held accountable to the highest standards of quality, there need to be fully funded staff training days; revised level of early childhood teacher education, certification, and compensation; clear policy strategies to link early childhood to the public education system, p-21; clear policy strategies for parent involvement; and adequate resources to enable programs meet quality standards. Policymakers need to consider these factors in order to facilitate implementation and to produce the desired outcomes. Book excerpt: In an effort to enhance the quality of early childhood education (ECE) at scale, nearly all U.S. states have recently adopted Quality Rating and Improvement Systems (QRIS). These accountability systems give providers and parents information on program quality and create both reputational and financial incentives for program improvement. However, we know little about whether these accountability reforms operate as theorized. This study provides the first empirical evidence on this question using data from North Carolina, a state with a mature QRIS. Using a regression discontinuity design, we examine how quasi-random assignment to a lower quality rating influenced subsequent outcomes of ECE programs. We find that programs responded to a lower quality rating with comparative performance gains, including improvement on a multi-faceted measure of classroom quality. Programs quasi-randomly assigned to a lower star rating also experienced enrollment declines, which is consistent with the hypothesis that parents responded to information about program quality by selectively enrolling away from programs with lower ratings. These effects were concentrated among programs that faced higher levels of competition from nearby providers.

Data were collected using a policy questionnaire addressed to and completed by the National Research Coordinator(s) (NRC) of Chile, the Czech Republic, Denmark, Estonia, Italy, Poland, the Russian Federation and the United States. The countries that participated provide interesting illustrations of early childhood education policy in action in a range of diverse contexts. Analysis of the systemic and structural results of ECE policy at national and, where necessary, subnational levels, enables transnational comparisons in policy and systems. Key policy changes, both underway and planned, are documented. These data reveal key findings in each of the five policy areas as covered in the questionnaire and this report: public policy; delivery models and providers; participation and enrollment; quality assurance systems; and expectations for child outcomes. In particular, the study aims to provide meaningful information for countries, states and jurisdictions across the world in relation to early childhood education, mapping the systems, structures and user pathways in place, along with the perceptions of stakeholders about the system, its functioning and impact. This comprehensive assessment of the wider policy contexts and settings for early childhood education includes teacher/practitioner qualifications, pedagogy approaches, and opportunities for professional development. Such information will enable countries to review their early childhood education systems in an international context.
