Download or read book Political Accountability and Responsibility in the Government written by Cory Contini and published by GRIN Verlag. This book was released on 2013-07-18 with total page 11 pages. Available in PDF, EPUB and Kindle. Book excerpt: Essay from the year 2008 in the subject Organisation and administration - Miscellaneous, grade: B+, Ottawa University, course: Understanding Politics, language: English, abstract: History has proven, and will continue to prove, that in a democratic society such as Canada, the ultimate mechanism to ensure accountability is democracy. And through the critique of accountability and responsibility, one may find the true bearer of power: public citizens. The government has to be accountable to its citizens because the power is ultimately delegated by them, through voting. To sustain this power, the public must continuously ensure that governments are being responsible and accountable, for anything less is undemocratic.

Book Parliamentary Accountability

Download or read book Parliamentary Accountability written by Philip Giddings and published by Palgrave Macmillan. This book was released on 1994-12-18 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: Written by members of the Study of Parliament Group, this book assesses Parliament's response to the reorganisation of much of the civil service into 'executive agencies'. Chief executives have been given freedom to take operational decisions. Yet Ministers insist that they themselves remain constitutionally responsible for the work of the agencies. After reviewing Parliament's mechanisms and considering several case-studies, the authors conclude that Parliament has yet to exploit fully the opportunities for greater accountability which the new arrangements provide.

Government accountability would be cemented into law by a set of principles to be adopted through ordinary legislation in the first instance, but ultimately entrenched as part of the Constitution. Complementing that, a series of modest but significant updates are suggested to the code applying to Commonwealth ministerial responsibility, published as "A Guide on Key Elements of Ministerial Responsibility" by Prime Minister John Howard in 1998.

Book Legislative Oversight and Budgeting

Download or read book Legislative Oversight and Budgeting written by Rick Stapenhurst and published by World Bank Publications. This book was released on 2008 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.
