Book excerpt: Until the dramatic economic collapse of 1997, East Asia was the symbol of a successful market-led development strategy for Western governments, aid agencies and academics, despite underlying concerns about a lack of rights and freedoms. The crisis changed Asia and the world; currency depreciations, personal and state indebtedness, mass unemployment and rioting brought the paternalistic capitalist phase to an end in Asia. The decade following the economic crisis has seen a swift response, with the major restructuring of Asian economies, improved corporate governance, banks recapitalized, more attention paid to the environment and foreign exchange reserves restored so the IMF became redundant in Asia. Dividing the countries that emerged from the crisis into three categories – the Insecure Rich, the New Aspirants for Prosperity and the Danger Zone – Noman analyses the complex Asian recovery and future challenges within the framework of Responsible Development, an agenda for Asia that emphasizes the simultaneous challenge of building sustainable democracies, a viable environment and an equitable economy. Covering the many related issues that pose a threat to Asian economic stability – climate change, religious fascism, inequality and hunger – this book will have particular relevance in the areas of development studies, economics, international politics and Asian studies.

Book excerpt: This is the report of the Seventh Asia-Pacific Fishery Commission (APFIC) Regional Consultative Forum Meeting (RCFM) on Sustainable Development for Resilient Blue Growth of Fisheries and Aquaculture. The meeting was convened in Cebu, Philippines from 7 May to 9 May 2018 and was attended by 80 participants from 16 countries, together with representatives from ten regional and international partner organizations and projects. The key conclusions and recommendations endorsed by the Seventh RCFM are summarized as: (1) The RCFM recognized the great advances in the four thematic areas pertaining to sustainable and resilient fisheries and aquaculture for blue growth in the region; (2) There are a number of remaining and emerging challenges to the sustainability and resilience of fisheries and aquaculture sector; (3) There remains a great need in many countries for reinforced legal frameworks and guiding policies to ensure a human rights-based and environmentally friendly development of the region’s fisheries and aquaculture sectors in line with the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries (SSF Guidelines) and the Code of Conduct for Responsible Fisheries (CCRF); and (4) More targeted disaster risk management and climate change strategies and technologies for the sector are needed in several countries. The RCFM considered the reviews of regional fisheries and aquaculture, presentations by member countries and regional organizations, reports of action plans of APFIC regional consultative workshops and the major issues outlined in the agenda and developed a report and recommendations to inform the Thirty-fifth APFIC Session.

Yet both have been at the forefront of modernization and development, and are exposed to a rising trend of Islamic revival which discloses a deep, psychological identity crisis. In Islamic Identity and Development, Ozay Mehmet examines this identity crisis in the wider context of the Islamic dilemma of reconciling nationalism with Islam. He sees the Islamic revival primarily as a protest movement, concentrated among urban migrant settlements where uneven post-war growth has upset the traditional Islamic order. He argues that Islamic societies must move towards greater openness and an organic relationship between rulers and ruled. In particular, Mehmet suggests the need for a public policy that is not only responsive to material human needs but which also satisfies the ethical preconditions of the Islamic social contract.
