Book excerpt: This is the response to the consultation on the Draft Programme for Government 2011-15,the Draft Investment Strategy for Northern Ireland 2011-21 and the Draft Economic Strategy. In order to provide a structured approach to the consultation, the Committee identified four key areas contained within the Pfg, ISNI and EA documents: Public Transport; Road and Rail Infrastructure and Investment; Sustainable Transport; and Water and Wastewater. Overall, there was a sense of disappointment in the draft strategies. Whilst there was recognition of the progress made since the last PfG, there was a consensus that an opportunity to address the many challenges facing Northern Ireland had been missed. A number of responses suggested that the commitments were based on existing targets and budgets, that these were generic and lacked overall detail and that they did not take into account the current economic climate facing Northern Ireland and the global economy. In addition, it was suggested that the generality of the outputs made measurement of progress extremely difficult

The Committee would like to emphasize the importance of joined up government and interdepartmental co-ordination to ensure that commitments are delivered efficiently and effectively. The Committee would like to see further detail on how departments will be held to account for delivering their key commitments, particularly in cross-cutting areas such as poverty and social inclusion, the integrated childcare strategy, the "One Plan" and agricultural waste/energy. The Committee would also highlight the importance of producing detailed delivery plans for each of the commitments contained within the draft PfG. During evidence sessions, the Commissioners welcomed the focus on equality and sustainability as the underpinning principles within the PfG and the commitment to continue to promote equality of opportunity. This report discusses a number of issues were raised in relation to gaps in the draft PfG and comments in relation to the commitments that are the Department's responsibility

The Government is taking a long-term approach to infrastructure, to overcome decades of short-term decision making and uncertainty in funding, financing and failures in delivery. Plans include over £70 billion of investment in transport, over £20 billion in schools and £10 billion in science, housing and flood defences. Specific commitments include funding for HS2, the biggest programme of investment in roads since the 1970s, and superfast broadband provision will be expanded so 95 per cent of UK premises will have access to superfast broadband by 2017.Action is being taken to provide the support needed to enable up to £100 billion of private sector energy investment, including through the further roll-out and extension of the UK guarantees scheme. Lessons on successful project delivery will be learnt from the Olympics and similar examples.

There are three elements to this strategy. First, the Government will plan for the medium term and across sectors. The Plan brings together a comprehensive cross-sectoral analysis of the UK's infrastructure networks and sets out a clear pipeline of over 500 infrastructure projects. Delivering these projects will ensure that the overall performance of the UK's infrastructure is maintained and improved over time. Second, to mobilise the finance required to deliver these projects, the Plan sets out a new approach to coordinating public and private investment in UK infrastructure. Funded through further reductions in current spending, additional investment in infrastructure is being announced. The Government will act to facilitate the private investment that will finance the majority of the UK's infrastructure. This includes bringing in new investors into UK infrastructure; introducing new sources of revenue such as tolling; allowing local authorities more flexibility in the way they use local receipts to fund major infrastructure in specific circumstances; and being willing to consider guarantees against specific risks that the market cannot bear. Third, the Government will take an active role in ensuring the infrastructure in the Plan is delivered efficiently and on time, with priority given to those projects most critical for economic growth. The Government is also reforming the planning and consenting systems to tackle these sources of cost and delay in infrastructure delivery.

Book excerpt: The Committee on Foreign Investment in the United States (CFIUS) is comprised of nine members, two ex officio members, and other members as appointed by the President representing major departments and agencies within the federal executive branch. While the group generally has operated in relative obscurity, the proposed acquisition of commercial operations at six U.S. ports by Dubai Ports World in 2006 placed the group's operations under intense scrutiny by Members of Congress and the public. Prompted by this case, some Members of the 109th and 110th Congresses questioned the ability of Congress to exercise its oversight responsibilities given the general view that CFIUS's operations lack transparency. Other Members revisited concerns about the linkage between national security and the role of foreign investment in the U.S. economy. Some Members of Congress and others argued that the nation's security and economic concerns have changed since the September 11, 2001, terrorist attacks and that these concerns were not being reflected sufficiently in the Committee's deliberations. In addition, anecdotal evidence seemed to indicate that the CFIUS process was not market neutral. Instead, a CFIUS investigation of an investment transaction may have been perceived by some firms and by some in the financial markets as a negative factor that added to uncertainty and may have spurred firms to engage in behavior that may not have been optimal for the economy as a whole. On July 12, 2016, Senator Charles Grassley introduced S. 3161 to include the Secretary of Agriculture as a permanent member of the CFIUS and to include the national security impact of foreign investments on agricultural assets as part of the criteria the Committee uses in deciding to recommend that the President block a foreign acquisition.

In addition, the report also provides the latest available estimates on NCD mortality (2012) and risk factors, 2010-2012. All ministries of health need to set national NCD targets and lead the development and implementation of policies and interventions to attain them. There is no single pathway to attain NCD targets that fits all countries, as they are at different points in their progress in the prevention and control of NCDs and at different levels of socioeconomic development. However all countries can benefit from the comprehensive response to attaining the voluntary global targets presented in this report.--Publisher description.
