Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: The Regional Network on AIDS, Livelihoods, and Food Security (RENEWAL) was officially launched in 2001 as a joint project of the International Food Policy Research Institute (IFPRI) and the International Service for National Agricultural Research (ISNAR), and was operational in Malawi, Uganda, Kenya, Zambia, and South Africa through most of 2011. RENEWAL is a “network of networks” comprised of national networks of food and nutrition-relevant organizations, along with partners in AIDS and public health practitioners. Its overarching goal is to provide evidence-based research on the linkages between HIV, food security, and nutrition in Sub-Saharan Africa that would inform responses to prevent or mitigate the impact and consequences of AIDS. RENEWAL’s three main objectives are: (1) to reduce critical gaps in understanding how livelihoods, particularly those deriving from agriculture, both contribute to the spread of HIV and are affected by HIV and AIDS; (2) to generate new policy-relevant knowledge on how households and communities may strengthen both their resistance to HIV transmission and their resilience to the impacts of AIDS; and (3) to enable relevant institutions (particularly governments) to generate and act upon realistic priorities for responding to the interaction of the AIDS epidemic with food and nutrition insecurity. RENEWAL’s strategic approach to achieving these goals involved the three core pillars of capacity strengthening, policy communications, and action research, and the synergies resulting from their interactions. This report assesses the impact of RENEWAL activities from 2000 to 2010 and is based on a review of products resulting from RENEWAL activities (such as books, policy briefs, workshop summaries, reports, and discussion papers), stakeholder perceptions of RENEWAL products and activities, and national policy or programming changes resulting from RENEWAL-supported action research, capacity strengthening efforts, and policy communications.

The food industry is the largest sector of our economy; food touches everything from our health to the environment, climate change, economic inequality, and the federal budget. From the earliest developments of agriculture, a major goal has been to attain sufficient foods that provide the energy and the nutrients needed for a healthy, active life. Over time, food production, processing, marketing, and consumption have evolved and become highly complex. The challenges of improving the food system in the 21st century will require systemic approaches that take full account of social, economic, ecological, and evolutionary factors. Policy or business interventions involving a segment of the food system often have consequences beyond the original issue the intervention was meant to address. A Framework for Assessing Effects of the Food System develops an analytical framework for assessing effects associated with the ways in which food is grown, processed, distributed, marketed, retailed, and consumed in the United States. The framework will allow users to recognize effects across the full food system, consider all domains and dimensions of effects, account for systems dynamics and complexities, and choose appropriate methods for analysis. This report provides example applications of the framework based on complex questions that are currently under debate: consumption of a healthy and safe diet, food security, animal welfare, and preserving the environment and its resources. A Framework for Assessing Effects of the Food System describes the U.S. food system and provides a brief history of its evolution into the current system. This report identifies some of the real and potential implications of the current system in terms of its health, environmental, and socioeconomic effects along with a sense for the complexities of the system, potential metrics, and some of the data needs that are required to assess the effects. This book synthesises lessons learned from five countries - Bhutan, Cambodia, Kenya, Mozambique and United Republic of Tanzania - in providing policy assistance to better integrate FSN concerns in national policies and planning processes. Effective FSN policies should have strong links to social investment, poverty reduction measures, development policies and above all human dignity. These lessons will inform future FSN related policy assistance to member countries striving to eradicate the plight of hunger and malnutrition.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Book excerpt: The 2015 Global Hunger Index suggests that despite progress in reducing hunger worldwide, hunger levels in 52 of 117 countries in the 2015 Global Hunger Index remain “serious” or “alarming.” Since achieving and maintaining food and nutrition security (FNS) remains a goal for all countries, it is important to understand the individual, national, and global factors that affect FNS. This paper proposes an analytical framework to identify and analyze the respective roles of key long-term drivers of FNS. We start by identifying what the key variables affecting FNS are at the household and country level, and then we continue by defining what the main exogenous or endogenous drivers affecting these variables are. We discuss the key drivers of both aggregated food supply and demand and therefore their impact on prices. Specifically, for aggregated food demand, we discuss demographic factors, income growth, changes in dietary preferences, aggregated domestic distortions, and overall quality of the food system. With respect to the drivers of aggregated food supply, we discuss land available for food products and the drivers behind land availability, the share of waste/losses generated by the food system, and the normalized average yield. We define yield as the amount of nutrients produced by unit of land. It depends both on the physical yield of the crop or the livestock and on the quality of the food produced. It also can be affected by the changes in production patterns linked to the different dietary patterns of the consumers and by climate change. We emphasize the fact that in many cases, key drivers may have ambiguous effects on the FNS situation of different agents. For instance, more liberal trade policies will affect real income, terms of trade, demand and supply, returns of factors, foreign direct investments, and food prices and thus may lead to the improvement of the global-level FNS, that is, the FNS of the majority of the population. At the same time, more liberal trade policies may bring food insecurity to some households. Therefore, careful quantitative assessment is needed for each policy option. Finally, we propose a typology of variables that will help modelers adapt their models to study the different drivers through both direct and indirect effects.

Yet, most of the research and reports in the field are produced in high-income countries, while most of the disasters happen in middle- or low-income countries. There is thus a need to bring these two environments together in order to translate theory into practice and among people who are highly exposed and involved in the multidisciplinary management of a disaster or major incident.
