This book takes an in-depth look at Louisiana as a state which is ahead of the curve in terms of extreme weather events, both in frequency and magnitude, and in its responses to these challenges including recovery and enhancement of resiliency. Louisiana faced a major tropical catastrophe in the 21st century, and experiences the fastest rising sea level. Weather specialists, including those concentrating on sea level rise acknowledge that what the state of Louisiana experiences is likely to happen to many more, and not necessarily restricted to coastal states. This book asks and attempts to answer what Louisiana public officials, scientists/engineers, and those from outside of the state who have been called in to help, have done to achieve resilient recovery. How well have these efforts fared to achieve their goals? What might these efforts offer as lessons for those states that will be likely to experience enhanced extreme weather? Can the challenges of inequality be truly addressed in recovery and resilience? Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
