Book excerpt: The rise of Artificial Intelligence (AI) technology has brought about the possibility of amplifying and intensifying rent-seeking behavior within firms. This raises the question of whether firms will allocate their resources towards investing in such technology. This paper examines the allocation of resources by an entrant platform between productive and rent-seeking technologies in an attention economy, where the quality of the entrant platform's service depends on both types of technology. The incumbent and entrant platforms compete for user attention, and our study shows that the adoption of rent-seeking technology may harm the service quality of the whole industry: both platforms. Additionally, we discover that the entrant platform may allocate an imbalanced proportion of resources to rent-seeking technologies under specific conditions of resource constraints. Our study provides insights into the determinants influencing resource allocation within attention-based economies. In addition, this paper emphasizes the possible distortions that may arise in the direction of technology innovation.

This two-volume collection provides an extensive overview of 40 years of rent-seeking research. The volumes include the foundational papers, many of which have not been in print for two decades. They include recent game-theoretic analyses of rent-seeking contests and also appUcations of the rent-seeking concepts and methodology to economic regulation, international trade policy, economic history, poUtical com petition, and other social phenomena. The new collection is more than twice as large as any previous collection and both updates and extends the earUer surveys. Volume I contains previously pubhshed research on the theory of rent-seeking contests, which is an important strand of contemporary game theory. Volume II contains previously published research that uses the theory of rent-seeking to an alyze a broad range of public policy and social science topics. The editors spent more than a year assembling possible papers and, although the selections fill two large volumes, many more papers could have been included.

Absorption of technology is a necessary step to promote the development of human capital and the productive base, paving the way for innovations at the global knowledge frontier. Research and development, patents, trade, and foreign direct investment are major channels of technological absorption, allowing diffusion of new ideas and manufacturing best practices among countries and firms. These channels constitute the central focus of this study. This study uses patent databases, surveys of enterprises, and case studies to investigate how specific channels of absorption molds decision making about technology. Trade and FDI flows show considerable promise as catalysts for the region to upgrade its technology and near the global technology frontier. Econometric analysis using enterprise surveys from all Europe and Central Asia countries helps to understand the conditions and policies that induce firms to incorporate external knowledge and technology into their overall growth strategies.

This new study challenges previous assumptions and sets out a new analysis of the dynamics of rent and rent seeking in development, using Vietnam as a case study. This book provides an alternative approach to the study of economic development and illuminates new perspectives in a contemporary context. It argues that not only has there been an incomplete understanding of Vietnam’s industrial development over the last three decades, but that neoclassical economics do not adequately address many of the issues endangering Vietnam’s development. A significant observation of the Vietnamese experience is the analytical view that rents can be developmental and growth enhancing if the configuration of rent management incentivizes industrial upgrade and conditions firm performance. Underlining the need to reexamine how economic actors and the state collaborate through formal and informal institutions, this study fills a gap in the scholarship of the political economy of rent and rent seeking and how rents might be used for developmental purposes.

An important contribution to a topical discussion. During the last 30 years, many resource-rich countries have experienced economic and political stagnation (“resource curse”). They have developed deficient political systems in which the process of modern state formation is being undercut (“rentier state”) as well as economic structures in which sectors that provide strong incentives for the accumulation of physical and human capital are under-represented (“Dutch disease”). This is very much the same in many of the post-Soviet states with high resource incomes since the mid 1990s. These incomes present opportunities for reducing poverty and promoting economic growth. But instead of taking advantage of these opportunities many of them present authoritarian regimes with high levels of corruption, low political freedom and rent-seeking elites. The book gives a detailed analysis of rentierism in Post-soviet states.

Book excerpt: Once one of the world's largest staple food producers, Angola is now known as a major oil exporter - the second largest producer in sub-Saharan Africa. Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.
