Book excerpt: National security space assets provide Joint Warfighters and our nation with strategic warning, assured communication, and precision positioning, navigation and timing--an unrivaled advantage in today's security environment. Use of these capabilities has evolved considerably in recent years; however, the space systems themselves have not. Many of these systems have designs that date back to the Cold War. Requirements in that era were driven by the compelling need for nuclear attack warning and the desire to maintain a bilateral balance of power. Threats to space systems were deemed a tolerable risk, since an attack in space would be provocative and escalatory and might be interpreted as a prelude to nuclear war. However, the security environment of today is much different than in the past. Previous considerations led to satellite designs that maximized the size, weight, and capability of every payload within the constraints of a given launch vehicle. Performance was prioritized over protection as the threat of 'mutually assured destruction' reduced any risk of an attack. System designs naturally evolved to become increasingly complex, integrated and expensive. Our current satellites are marvels of modern engineering, but their suitability is critically dependent on the strategic balance of a foregone era. This paper examines the need to provide resilient and affordable capabilities to preserve our operational advantage in space. The focus is on 'disaggregating' space capabilities onto multiple platforms or systems.

In all, 79 nations and government consortia currently operate satellites, with 11 countries operating 22 launch sites. Despite creating new challenges, this multi-actor environment offers opportunities for international cooperation, but making the most of these opportunities requires a holistic approach to space-critical infrastructure, away from strictly defined space technologies and towards understanding the resilience of complex systems and how they are intertwined in reality. This book presents papers from the NATO Advanced Research Workshop (ARW), entitled Critical Space Infrastructure: From Vulnerabilities and Threats to Resilience, held in Norfolk, Virginia, USA from 21-22 May 2019. The ARW brought together representatives from academia, industry, and international organizations in an effort to deepen scientific and technological understanding of space-critical infrastructures and explore the implications for national and international space security and resilience. It examined space as a critical infrastructure from a multidisciplinary perspective in accordance with NATO’s Strategic Concept. The 29 chapters in the book are divided into six sections covering space infrastructure: governance; cybersecurity; risk, resiliency and complexity; emerging technologies such as block chain, artificial intelligence and quantum computing; application domains; and national approaches and applications.

The dual-use nature of the vast majority of space technology, meaning of value to both civilian and military communities and being unable to differentiate offensive from defensive intent of military hardware, makes space an area particularly ripe for a security dilemma. In contrast to previous administrations, the Obama Administration has pursued a less militaristic space policy, instead employing a strategic restraint approach that stressed multilateral diplomacy to space challenges. The latter required international solutions and the United States, subsequently, even voiced support for an International Code of Conduct for Space. That policy held until the Chinese anti-satellite (ASAT) test in 2013, which demonstrated expanded Chinese capabilities. This volume explores the issues arising from evolving space capabilities across the world and the security challenges this poses. It subsequently discusses the complexity of the space environment and argues that all tools of national power must be used, with some degree of balance, toward addressing space challenges and achieving space goals. This book will be of much interest to students of space policy, defence studies, foreign policy, security studies and IR.

The reason for disagreement on whether disaggregation will save money is that space system cost modeling depends heavily on the assumptions underlying the models. Based on the assumptions currently used today, disaggregation is likely to cost more than continuing the status quo; modeling the costs to disaggregate a hypothetical communications satellite into four smaller satellites illustrates this finding."--Abstract.

To respond, a design process is required that seeks to integrate resiliency by building in the capacity to absorb the impacts of these disruptive events and adapt over time to further changes, while simultaneously being part of the solution to the problem itself. This issue of AD is guest-edited by the interdisciplinary team at Stevens Institute of Technology who developed the winning entry for the 2015 US Department of Energy Solar Decathlon competition, the SU+RE House. Ziarnick covers the span of both Power's personal and professional life and challenges many of the myths of conventional knowledge about him. Denied college because his middle-class immigrant family imploded while he was still in school, Power worked in New York City construction while studying for the Flying Cadet examination at night in the New York Public Library. As a young pilot, Power participated in some of the Army Air Corps' most storied operations. In the interwar years, his family connections allowed Power to interact with American Wall Street millionaires and the British aristocracy. Most importantly, Power led SAC through the Cuban Missile Crisis in 1962. Even after retirement, Power as a New York Times bestselling author brought his message of deterrence through strength to the nation. Ziarnick points out how Power's impact may continue in the future. Power's peerless, but suppressed, vision of the Air Force and the nation in space is recounted in detail, placing Power firmly as a forgotten space visionary and role model for both the Air Force and the new Space Force. To Rule the Skies is an important contribution to the history of the Cold War and beyond.
