Book excerpt: Agrifood systems in the Near East and North Africa are characterized by increasingly degraded natural resources and vulnerability to climate change, rapid population growth and protracted crises. In addition, the region has been affected by conflict that has further exposed the fragilities and worsened the challenges already faced by communities. Conflict negatively affects the poverty rate, the economic capacity and functioning of agrifood value chains and people’s ability to produce, distribute and access food. In volatile operating environments, resources, government spending and private investment are frequently diverted or reduced, with lasting impact on agri-food value chains and consequently nutrition and food security. Uncertainties inherent to these contexts can further undermine the relevance, efficiency and effectiveness of agri-food value chain development interventions, programmes and projects.Investigating the connection between sustainable, resilient agrifood value chain development and the unique characteristics of the highly volatile situations in which they are operating, these practitioner guidelines propose a four-step approach for selection, analysis and design of agrifood value chains in conflict prone and conflict affected contexts. The approach aims to strengthen the resilience of agri-food value chains through systems-based solutions, adopting a context-sensitive programming approach and ensuring an adaptive programming effort through a Monitoring, Evaluation, Accountability and Learning (MEAL) framework, to facilitate testing and scaling-up.

Book excerpt: Food insecurity at the national and household level not only is a consequence of conflict but can also cause and drive conflicts. This paper makes the case for an even higher priority for food security–related policies and programs in conflict-prone countries. Such policies and programs have the potential to build resilience to conflict by not only helping countries and people cope with and recover from conflict, but also contributing to preventing conflicts and supporting economic development more broadly—that is, helping countries and people become even better off. Based on this definition and a new conceptual framework, the paper offers several insights from four case studies on Egypt, Somalia, Sudan, and Yemen. First, conflicts are often related to other shocks such as economic crises, price shocks, and natural disasters. Second, increasing subsidies is a favored policy measure in times of crisis; however, such measures do not qualify as resilience building. Third, climate change adaptation should be an integral part of conflict prevention in part because climate change is expected to significantly increase the likelihood of conflict in the future. Fourth, building price information systems, introducing and expanding credit and insurance markets, geographic targeting of social safety nets, and building functioning and effective institutions are key measures for building resilience to conflict. Finally, the paper points to several important knowledge gaps.

The authors advocate for combining these four strategies in a flexible way, depending on how the shocks currently affecting agriculture (conflict, violence, macro-economic instability, governance, natural disasters) evolve in the coming years. The Government of South Sudan and the World Bank consider this analytical work a milestone that will pave the way for future investments in agriculture and rural development in the country. This publication is part of the Country Investment Highlights series under the FAO Investment Centre’s Knowledge for Investment (K4I) programme.

Book excerpt: The Food and Nutrition Security Resilience Programme (FNS-REPRO) is the first programme of the Food and Agriculture Organization of the United Nations (FAO) in Eastern Africa specifically designed to foster peace and food security at scale. FNS-REPRO employs a livelihood and resilience-based approach in some of the least stable regions, where interventions are normally exclusively of a humanitarian nature. Its design allows FAO and partners to set good examples of how to build food system resilience in protracted crises and strengthen cooperation across the humanitarian-development-peace nexus towards this end. This report provides the results of analyses conducted during FNS-REPRO’s inception phase in Somaliland, with the aim to inform its area based interventions, thereby creating a common understanding of the context, and both the challenges and opportunities therein. The context analysis informs and co-creates design, approaches and operational responses, thereby also strengthening the FNS-REPRO learning agenda and evidence-based programming - focused on seed sector development. The publication provides a baseline for the four-year programme in Somaliland, together with the Resilience Baseline (RIMA) report.

Book excerpt: Myanmar’s agrifood system has proven surprisingly resilient in the face of multiple crises—COVID 19, the military coup, economic mismanagement, global price instability, and widespread conflict—with respect to production and exports. Household welfare has not been resilient, however. High rates of inflation, especially food price inflation, have resulted in dietary degradation across all house hold groups, especially those dependent on casual wage labor. Among household members, young children experience the highest rates of inadequate dietary quality. Expanded social protection to improve access to better-quality diets for vulnerable households and individuals is therefore needed. Beyond the current political crisis, increased public and private investment in a more efficient and dynamic agrifood system should be a high priority. This will help drive down poverty rates and ensure access to healthy diets in the near term, while laying the foundation for sustained growth and structural transformation of the economy.

Compounded by repeated outbreaks of violent conflict, the deterioration of the food security situation and subsequent economic shocks have negatively affected households’ coping capacities and livelihoods. Communities dependent on agriculture have seen their productive assets depleted, looted and destroyed, limiting their ability to recover and increasing their reliance on external aid. At the time of writing this Strategy, two thirds of the population cannot access the food needed to cover their daily needs. The FAO Resilience Strategy 2019–2021 lays the foundation for a multi-track approach to strengthening resilience, depending on needs, vulnerability and access. Drawing from the experience gained from implementing the previous FAO Resilience Strategy (2016–2018), FAO has incorporated lessons learned, as well as the latest knowledge in the field of resilience, while responding to the changing context and priorities in South Sudan. Book excerpt: Ethiopia is exposed to a wide range of disasters associated with the country’s extensive dependence on rainfed subsistence agriculture, climate change, resource degradation, diverse geoclimatic and socio-economic conditions and conflicts. Drought and floods are the major challenges, but a number of other threats affect communities and livelihoods. These include conflict, desert locust, fall armyworm, frost and hail, crop pests and diseases, livestock diseases, human diseases, landslides, earthquakes, and urban and forest fires. Every source of evidence suggests that Ethiopia would feel the human and economic impacts of climate change intensely, and the impacts will only continue to grow if the country continues a business-as-usual approach to crisis response, and will not be able to manage the increasing scale of the challenges. Thus, there is call by all stakeholders for a paradigm shift in the way the country deals with communities at risk, in order to take preventive actions to reduce exposure, vulnerability and impact at local level. This requires moving away from a reactive system that solely focuses on drought and supply of life-saving humanitarian relief and emergency responses during disasters to a comprehensive proactive disaster and climate risk management approach, including climate change adaptation, among which are interventions to enhance livelihood diversification, social protection programmes and risk transfer mechanisms. Furthermore, resilient agrifood systems support should include a range of proven interventions that are context-relevant and cover the whole agrifood system, such as increase in fertilizer use where appropriate and high-yielding and drought-tolerant seeds, strengthened extension and advisory systems at the kebele (local) level through the use of farmer field schools and pastoral field schools, expansion of access to credit, livelihood diversification, risk transfer mechanism and institutional development that link short-term emergency relief to long-term development pathways. This approach is essential for building resilience to natural hazard and human-induced disasters resulting in food insecurity challenges. Much progress has been made in the last 50 years in the way of managing mainly drought disaster risks. Large-scale prevention and mitigation programmes have been designed, incorporating a focus on vulnerabilities, household asset-building, and public works for environmental rehabilitation and generation of livelihoods. Preparedness has been enhanced by the development of various policies and strategic documents for assessment and intervention, early warning and response systems, and economic, social and physical infrastructure to strengthen the local economy and household livelihoods. An attempt has also been made for humanitarian response to count on an established risk-financing.

Book excerpt: The food systems approach can contribute to food security and reduced malnutrition levels by identifying key investments and policies throughout the food system, including production, processing, marketing, and consumption of food. However, in countries facing fragility and conflict, it has proven difficult to implement such an approach and achieve the desired results. This has been the case in Afghanistan, where high levels of malnutrition stem in part from an undersupply of nutritious food. Multi-sectoral approaches to promote nutrition sensitivity and achieve diet-based solutions have also had only limited impact. This paper reports on an analysis of the nutrition sensitivity of food systems in Afghanistan using multi-sector consultations and gap analyses to examine two key food and nutrition policies, the National Comprehensive Agriculture Development Priority Program and the Afghanistan Food Security and Nutrition Agenda. It highlights gaps in the policies and identifies investment priorities to make food systems more nutrition sensitive. The results show that instilling nutrition sensitivity into the operation of Afghanistan’s food systems can only be accomplished if certain key measures are incorporated into the food system. These include addressing the absence of knowledge in the population regarding healthy diets, the lack of sufficient food for vulnerable populations, weak irrigation systems, capacity constraints at individual and institutional levels, data challenges, and weak natural resource management. In addition, the above weaknesses are compounded by the continued violence and conflict-induced insecurity, weak government, and inadequate investments. Given the role of different sectors in contributing to improved nutrition, appropriate and effective multi-stakeholder coordination and collaboration is paramount to such efforts.
