The notion of a robust institutional design, in conjunction with a regional resilience framework, is used to model how diversity and modularity affect unemployment through-out economic cycles. We use fixed effects models on employment data from the Bureau of Labor Statistics and Census Bureau in all available U.S. counties from 1998-2015. Key results suggest the optimal structure of industrial composition varies across scale, namely, that fine levels of industrial diversity are beneficial at higher levels of geographical scale (regions), whereas a broad type of industrial specialization is ideal for localities (counties/cities). This work is unique as it brings together notions of regional resilience and robustness and conducts analysis across multiple scales in attempts to identify the role of modular structure on the resiliency of a locality."--Boise State University ScholarWorks.

The Department of Homeland Security (DHS) employs a diverse staff that includes emergency responders, border patrol agents, federal air marshals, and policy analysts. These employees may be exposed to traumatic situations and disturbing information as part of their jobs. DHS is concerned that long-term exposure to stressors may reduce individual resilience, negatively affect employees' well-being, and deteriorate the department's level of operation readiness. To explore DHS workforce resilience, the Institute of Medicine hosted two workshops in September and November 2011. The September workshop focused on DHS's operational and law enforcement personnel, while the November workshop concentrated on DHS policy and program personnel with top secret security clearances. The workshop brought together an array of experts from various fields including resilience research, occupation health psychology, and emergency response. Building a Resilient Workforce: Opportunities for the Department of Homeland Security: Workshop Summary: Defines workforce resilience and its benefits such as increased operational readiness and long-term cost savings for the specified population; Identifies work-related stressors faced by DHS workers, and gaps in current services and programs; Prioritizes key areas of concern; and Identifies innovative and effective worker resilience programs that could potentially serve as models for relevant components of the DHS workforce. This dissertation consists of a set of three interconnected essays. Chapter 1 provides a conceptual framework for workforce resilience. Chapter 2 explores the effects of different active and passive labor market policies among Organization for Economic Cooperation and Development (OECD) countries using panel regression and difference-in-difference analysis. This study finds that countries that spent more on active labor market policies have lower unemployment rate and greater resilience in the Great Recession of 2008. Chapter 3 examines the productivity and behavior of postdocs in US biomedical field by considering workforce diversity using a difference-in-difference analysis. This study shows the heterogeneous behavior and productivity of postdoctoral researchers by citizenship status. Under the more supportive funding environment, US citizens stayed longer in postdocs, permanent residents were more productive. Under less supportive funding environment, permanent residents were less productive. Chapter 4 analyzes how human resource management strategies affect US government employees’ turnover using logistic regression. This study finds that turnover increases when individuals have a gap between job expectation and satisfaction. Chapter 5 discusses the overall theoretical and practical contribution, policy implication, and limitation of this dissertation. This dissertation contributes to the understanding of how government responds and prepares to unexpected social and economic crises (increasing global competition, technology innovation and demographic).

This chapter documents two important aspects of their response: the impact effect of the recession on the rate of unemployment, and the persistence of high unemployment. We find that countries lie on a trade-off between “resilience” and “persistence”: countries where the rate of unemployment is less affected on impact by output shocks (resilience) typically show higher unemployment persistence. We investigate the role of labor and product market institutions, and find evidence that more protected markets are associated to more resilience at the expense of more persistence. This suggests that implementing front loaded “structural reforms” at times of a fiscal consolidation, as many Southern European countries did during the recent crisis, may foster the rise in unemployment and possibly undermine the political support for the reforms. When we estimate the contribution of product and labor market reforms to the rise of unemployment in Southern Europe, however, we find positive, but relatively small effects that are quickly reversed.

Book excerpt: Coping with Adversity addresses the question of why some metropolitan-area regional economies are resilient in the face of economic shocks and chronic distress while others are not. It is particularly concerned with what public policies make a difference in whether a region is resilient. The authors employ a wide range of techniques to examine the experience of all metropolitan area economies from 1978–2014. They then look closely at six American metropolitan areas to determine what strategies were employed, which of these contributed to regional economic resilience, and which did not. Charlotte, North Carolina, Seattle, Washington, and Grand Forks, North Dakota, are cases of economic resilience, while Cleveland, Ohio, Hartford, Connecticut, and Detroit, Michigan, are cases of economic nonresilience. The six case studies include hard data on employment, production, and demographics, as well as material on public policies and actions. The authors conclude that there is little that can done in the short term to counter economic shocks; most regions simply rebound naturally after a relatively short period of time. However, they do find that many regions have successfully emerged from periods of prolonged economic distress and that there are policies that can be applied to help them do so. Coping with Adversity will be important reading for all those concerned with local and regional economic development, including public officials, urban planners, and economic developers.
