Book excerpt: The fIrst oil crisis of 1973-74 and the questions it raised in the economic and social fIelds drew attention to energy issues. Industrial societies, accustomed for two decades or more to energy sufficiently easy to produce and cheap to consume that it was thought to be inexhaustible, began to question their energy future. The studies undertaken at that time, and since, on a national, regional, or world level were over-optimistic. The problem seemed simple enough to solve. On the one hand, a certain number of resources: coal, the abundance of which was discovered, or rather rediscovered oil, source of all the problems ... In fact, the problems seemed to come, if not from oil itself (an easy explanation), then from those who produced it without really owning it, and from those who owned it without really control ling it natural gas, second only to oil and less compromised uranium, all of whose promises had not been kept, but whose resources were not in question solar energy, multiform and really inexhaustible thermonuclear fusion, and geothermal energy, etc. On the other hand, energy consumption, though excessive perhaps, was symbolic of progress, development, and increased well being. The originality of the energy policies set up since 1974 lies in the fact they no longer aimed to produce (or import) more, but to consume less. They sought, and still seek, what might be emphatically called the control of energy consump tion, or rather the control of energy demand.

Book excerpt: International Outlook 2016, an updated statistical reference with energy projections, is provided as a service to energy managers and analysts, both in government and in the private sector. The projections are used by international agencies, federal and state governments, trade associations, and other planners and decision makers. They are published pursuant to the Department of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The report begins with a review of world trends in energy demand and the major macroeconomic assumptions used in deriving the International Energy Outlook 2016 (IEO2016) projections, along with the major sources of uncertainty in the projections, which extend through 2040. In addition to the Reference case projections, High Economic Growth and Low Economic Growth cases were developed to consider the effects of higher and lower growth paths for economic activity than are assumed in the Reference case. IEO2016 also includes a High Oil Price case and, alternatively, a Low Oil Price case. The resulting projections--and the uncertainty associated with international energy projections in general--are discussed in Chapter 1, "World energy demand and economic outlook." Projections for energy consumption and production by fuel--petroleum and other liquid fuels, natural gas, and coal--are presented in Chapters 2, 3, and 4, along with reviews of the current status of each fuel on a worldwide basis. Chapter 5 discusses the projections for world electricity markets--including nuclear power, hydropower, and other marketed renewable energy resources--and presents projections of world installed generating capacity. Chapter 6 presents a discussion of energy used in the buildings sector (residential and commercial). Chapter 7 provides a discussion of industrial sector energy use. Chapter 8 includes a detailed look at the world's transportation energy use. Finally, Chapter 9 discusses the outlook for global energy-related carbon dioxide emissions. IEO 2016 focuses exclusively on marketed energy. Non-marketed energy sources,which continue to play an important role in some developiing countries, are not included in the estimates. Book excerpt: In the 1990s, the issue of human resource development in Malaysia has gained prominence in public and private policy circles. Discussions center around training policy, where there are concerns about acute labor shortages, and around industrial development policy, which strives to maintain a skilled and well-trained workforce to increase competitiveness and attract foreign direct investment. But policymakers have been forced to make critical decisions on resource allocation and to design policies without access to comprehensive training data, especially from the private sector. This usually results in supply-oriented policies stemming from mismatches between skills supplied by public training institutions and those actually needed by industry. This report attempts to fill this information gap on private sector training as an aid in formulating training policies that are more demand-driven. The report contains rigorous analysis of private sector-led training and addresses the issue of whether firms in Malaysia underinvest in training. Data came from the Malaysia Economic Planning Units 1994-95 survey and analysis of 2,200 manufacturing firms. The survey elicited information on firm-sponsored training and on a wide range of firm attributes, including size, industry, local or foreign ownership, equipment technology, quality control systems, markets and exports, workforce characteristics, wages and other compensation, and production. The data document, for the first time, the incidence and characteristics of training in Malaysian industry, across firms of different sizes, ownership, and output profiles. The data create an unprecedented opportunity to study the critical links between training, new technology, and quality control. A joint publication of the World Bank, the United Nations Development Programme, and the Malaysia Economic Planning Unit.
