Book excerpt: This White Paper sets out the future relationships Defence seeks with reservists and their families, their employers and society. Under the Future Reserves 2020 programme the Government has committed an additional £1.8 billion over ten year. The route from selection, is being simplified, making it easier for reservists to get to the level of training required. There will be improved alignment of pay and benefits with regulars. Reservists' total remuneration will be increased through the provision of a paid annual leave entitlement. From April 2015, when the new Armed Forces pension scheme is introduced, reservists will accrue pension entitlements for time spent on training as well as when mobilised. Welfare support will also be delivered to regulars and reservists alike, and their families, according to the impact of military service and their need. Recruitment of Army Reserve officers and those leaving the Regular Army will be encouraged to join the Reserves through bonuses of up to £5,000. A National Relationship Management scheme will be established to strengthen relationships with employer organisations and the largest employers from both the public and private sector and there will be provision of extra financial support to small and medium sized employers. New legislation will be introduced to enable mobilisation for the full range of tasks which our Armed Forces may be asked to undertake. The Territorial Army will also be renamed the 'Army Reserve' to reflect the significant changes in its role and its integration into the Whole Force.

Firstly our Reserve Forces are in decline - by our national historic standards and by comparison with other nations U.K. Reserves form too small a part of our overall national military capability. Secondly, the Proposition offered to reservists has declined, ceasing to attract a sustainable Reserve; and the demands of individual augmentation for operations have accelerated the institutional decline of Reserve Forces. Thirdly, the purpose for which we hold Reserves and the roles to which we attribute them have not been updated to match the demands of the new security environment. Fourthly, the potential of the Reserves is not being fully exploited; and the Reserves are not being used in the most cost-effective manner. In this context the Commission puts forward its recommendations.

The report in July 2011 by the Independent Commission to Review the United Kingdom's Reserve Forces (ISBN 9780108510892) found that the Reserve Forces were in decline, not being used cost-effectively with capabilities not being fully exploited. The Ministry of Defence says it will spend £1.8 billion over the next decade to improve their strength and effectiveness. This aims to support an increase in the reserve forces to a trained strength in the Army Reserve of 30,000, the Maritime Reserve of 3,100 and the Royal Auxiliary Air Force of 1,800, all by 2018. Proposed changes mean that the routine delivery of the nation's security will broaden from being solely the responsibility of standing regular forces. The government says it will work with employers and give them more notice before staff are deployed. Reservists' training would increase with the promise that if they met their commitments they would be better equipped and funded. This Green paper starts a process of consultation to determine the nature of new relationship with society needed to sustain the Reserve Forces in the future. It explains the broad responsibilities of the future Reserve Forces and then lays out the expected implications for civilian employers, reservists and reservists' families

Book excerpt: This report notes mounting concern that UK Armed Forces may be falling below the minimum utility required to deliver the commitments that they are currently being tasked to carry out let alone the tasks they are likely to face between 2015 to 2020 when it is acknowledged that there will be capability gaps. The Committee is concerned that UK Armed Forces will be continually operating at the maximum level envisaged by the Defence Planning Assumptions. The Committee is not convinced that this aspiration can be achieved by co-operation with our allies given the challenges of aligning political with operational needs. The SDSR identified seven military tasks and the Defence Planning Assumptions that underpin them. However the Review fails to show how decisions such as those on the Aircraft Carriers and Nimrod MRA4 will lead to the Armed Forces being able to undertake those military tasks. The Committee has serious concerns over the realisation of what is called "Future Force 2020", the Government's intended shape of the Armed Forces from 2020, particularly as the provision of the necessary resources is only a Government aspiration, not Government policy. The MoD must reform, and ensure substantially improved transparency and control over, its finance and budgetary practices. When committing to undertake new operations the Government should state from the outset where that operation fits in the Defence Planning Assumptions and which of the military tasks it is meeting. The Committee is concerned that the Government seems to have postponed the sensible aspiration of bringing commitments and resources into line, in that it has taken on the new commitment of Libya while reducing the resources available to MoD.

A combination of budgetary pressures, new missions and emerging military roles during the past three decades has led the armed forces of democracies to rethink the training and use of reserve forces. Moreover, reservists have become central to the armed forces as part of moves towards "total" or "comprehensive" defense. Despite this, a scholarly bias towards studying regulars and conscripts means that reservists and reserve soldiers continue to receive only marginal attention. This volume fills that lacuna through a series of country studies examining how best to understand the peculiarities of reservist service. In contrast to regulars and conscripts, reservists are marked by their dual management of civilian and military careers, different family dynamics, diverse motivations and commitment to the armed forces, the material and non-material incentives they are offered, and their place in the political sphere. This volume suggests two frames to make sense of such differences: first, it looks at reservists as "transmigrants" traveling between the military and civilian worlds; and, second, it analyzes the multiple informal "contracts" and negotiations that bind them to the military. All the chapters adopt these conceptualizations, granting the volume a common focus and integrative frame. The volume will be of much interest to students of military and strategic studies, civil-military relations, sociology and International Relations.

The units, many of which date back to the early 20th century, exist in order to provide students at UK universities with an experience of the British armed forces. Participation in the units is entirely voluntary, and there is no expectation that students will go on to join the armed forces on graduation, although a proportion of students each year do so. The Value of the University Armed Service Units brings together the results of a research project which explored what the value of the units might be to student participants, to graduates in civilian jobs who had the experience as students, to the armed forces, to universities whose students take part in the units, and to employers of graduates with service unit experience. This book draws on quantitative and qualitative research data to explore whether, how, and why the units have value to these different groups. Significant conclusions include the extent to which the units are able to assist students with the development of their transferable (graduate) skills; the potential significance of the units for future recruitment to the armed forces, particularly the Reserves; and the effect of unit experience in developing an informed understanding of the role and function of the British armed forces amongst the wider civilian population.

Book excerpt: A series of Ofsted inspections on Army Apprenticeships conducted in 2013 rated the overall effectiveness as good. This was an improvement over the last inspection in 2009, rated as satisfactory (now called 'requires improvement'). Some 28 per cent of Army recruits were less than 18 years of age. Further information is needed on why the Army is so dependent on recruiting personnel under the age of 18 years compared to the other two Services, and whether steps are being taken to reduce this dependency. Of those recruited in 2012, 3.5 per cent of the Army were rated at entry level 2 for literacy (that of a 7 to 8 year old) and 39 per cent had a literacy level of an eleven year old. If as the MoD states, it has to recruit personnel at whatever level of attainment is available, then it should boost remedial action when recruitment entry standards are particularly low. In light of changes brought about by Future Force 2020, it may be that recruiting personnel with higher levels of attainment would better meet the future needs of the Armed Forces. Whilst the Committee recognises that some recruits may not be eager to take further academic exams, the MoD should encourage more recruits to undertake English and Maths GCSEs which would stand them in good stead for future employment. The MoD has carried out some useful pilot projects with paramedic training and should identify more potential projects to ensure that vital skills paid for by the MoD are not lost to the country

It would also assist in identifying the strategic objective of such operations, contributing to a more coherent UK foreign, defence and security policy. The Committee supports the Government's adoption of an "adaptable posture" in the 2010 Strategic Defence and Security Review. The threats to UK national security remain uncertain and unpredictable and it is important flexibility to deal with them is retained. The current main national security threat was from international terrorism, but the Committee calls on the Government to ensure that the next National Security Strategy gives due weight to the likelihood of a return to an increased threat of state versus state conflict. The Government needs to resolve the balance between Parliament's essential role as a strategic inquisitor on military deployments and the use of the Royal Prerogative in conflict decisions. The Government should commit to ensuring that a summary of the legal justification on military action is available to Parliament in advance of any debate. The Government should also set out how it intends to define and assess successful exit strategies and end states.

An adaptable posture is proposed, enabling a flexible response to highest priority risks, maintaining a deterrent, enhancing partnerships, constant review of longer-term risks and uncertainties. Eight cross-cutting national security tasks are identified. An outline force structure, Future Force 2020, is planned for defence. The Army will receive new armoured vehicles and strategic lift aircraft, better communications equipment, and more battlefield helicopters. The role and structure of the Territorial Army and other reserve forces will be reviewed. The Royal Navy will get new vessels, including two new aircraft carriers, though only one carrier will be designed for full operability with allies. The Ark Royal carrier will be decommissioned and Harrier jets phased out as new aircraft are introduced. Royal Air Force capabilities will be based around a fleet of Typhoon and Joint Strike Fighter aircraft with supporting unmanned vehicles and an enhanced air transport fleet. The nuclear deterrent will be maintained, but the number of warheads on each submarine and in reserve will be reduced. Wider security covers terrorism, instability and conflict overseas, cyber security, civil emergencies, energy security, organised crime, border security, counter proliferation and arms control. Alliances and partnerships remain a fundamental part of the approach, including bilateral co-operation and multilateral engagement through NATO and the UN. Structural reform to ensure effective and efficient delivery of the strategy is described. Personnel reduction is to be: 5,000 Navy, 7,000 Army, 5,000 RAF, and 25,000 civilians.
