These reservists account for the largest number of separations, and these components have also traditionally had relatively greater problems in meeting their end-strength requirements. The authors endeavor to determine which policies appear to increase accessions among prior service personnel, placing special emphasis on reserve pay and affiliation bonuses. They investigate how skill match varies across different occupations, the timing of entry, years of service, and area demand.

Book excerpt: This Note documents a briefing about research on prior-service reservists that was designed to complement previous research about the behavior of non-prior-service reservists. The research investigates accession into the reserves among two groups of individuals with prior military service: (1) those who served on active duty in the Army, and (2) those who served in the Army Reserve or Army National Guard and left reserve service. The research then examines the attrition decision among persons from these two groups who do join (or rejoin) the Army Reserve or Army National Guard. It considers what prior-service personnel enter the reserves, when, why, and the match between their active and reserve occupational specialties. It also considers who leaves the reserves, when, why, and how attrition patterns differ by specialty. The results suggest that targeted recruiting may have more effect on attrition rates than do changes in compensation policies. However, affiliation bonuses appear to be an effective means of recruiting those leaving active service, and, at least for the Army Reserve, in decreasing attrition among those who receive a bonus.

While this is an accurate statement, it is not a complete diagnosis. There also was a problem with pretrained individual manpower during the draft years. While there were large numbers of people in the Individual Ready Reserve (IRR) then, they were not managed, trained, or available for immediate service, and it is unlikely that a rapid full mobilization could have been supported. The reduced strengths brought about by the end of the short term active duty periods have required the DoD to pay attention to the IRR, bring other sources of pretrained individuals into a state of availability, and devote some attention and money to the problem. In that sense, the advent of the AVF has contributed positively to solving the problem. It appears also that actions already taken and underway will provide a satisfactory solution in the future, provided that some plans are made for the use of veterans as an interim measure, the IRR improves in strength and training, and that a hardline reporting policy is maintained.

Book excerpt: Enlisted military personnel who leave the active forces form a valuable pool of trained personnel from which come entrants to the Selected Reserves and the Individual Ready Reserves. In addition, members of this pool may later return to active duty, where they may function as alternatives to nonprior service accessions or to reenlistments. To better understand this source of trained manpower, the authors followed the 1974 cohort of active duty enlistees over time, and investigated the flows among three components of the U.S. armed forces--active duty, Selected Reserves (SR), and Individual Ready Reserves (IRR)--and the flows between the civilian and military sectors. The findings indicate there is a large untapped pool of potential prior service accessions from which to attract personnel into the active forces, and little evidence that drawing from this pool will divert trained personnel from the Selected Reserves. Several tables (data) are included.

Book excerpt: This report analyzes the separation decisions of prior-service reservists in the Army Reserve and the Army National Guard, the two components that recruit over 60 percent of all Selected Reserve prior-service accessions. The authors examine the effects of military compensation on attrition among prior-service reservists. They also investigate the ways separation patterns differ, depending on the personal characteristics of individuals. In successive sections, the report (1) reviews the conceptual model of attrition that guides the empirical work and specifies the hypotheses that are tested with the data; (2) discusses the data available for modeling attrition, and the methods of analysis; (3) describes the variation in length of service among prior-service enlistees as a function of selected characteristics; and (4) presents results from a multivariate analysis of attrition. The study suggests that the rate of military pay can significantly affect the length of service of prior-service personnel. However, demographic characteristics have a much larger influence on attrition than economic factors; targeted recruiting may be more effective in retaining personnel for longer terms than changing compensation policies.

Section IV describes labor force characteristics of veterans, including geographic location and geographic mobility, personal characteristics, and distribution by civilian occupation. Section V looks at a major issue in prior service accessions, occupational differences in civilian and military earnings. The Note ends with a discussion of future work planned in this area. Although this research partially answers the question of why so few veterans reenlist, it does not tell manpower planners at what level prior service accessions ought to be. Book excerpt: The planned reduction in force and restructuring of the Army active component (AC) will substantially affect the manning of the Army reserve components (RC). Historically, about 40 percent of the Army National Guard (ARNG) and 60 percent of the United States Army Reserve (USAR) soldiers have served an active-duty tour of service (Buddin and Grissmer, forthcoming). These prior-service soldiers provide the RC with a critical source of experienced, trained soldiers who can immediately enhance the readiness of the Selected Reserve at minimal cost. while the ultimate size and structure of the RC is uncertain, the planned changes in the AC will substantially alter the flow of trained personnel into the RC. In the short term, AC force reductions will increase the potential supply of those with prior service to the reserves. However, these "laid off" soldiers might be reluctant to affiliate with a reserve unit because active service was unexpectedly cut short. In addition, most senior personnel departing from the AC are unlikely to join the RC because historically the reserves have had few unfilled positions in the senior ranks. Finally, the recent Desert Storm experience could make reserve service less attractive for personnel who may foresee the potential for future call-ups that might adversely affect their civilian employment or family situation.

II, emphasizes the tradeoff of leisure time for increased income as a key element in the reservist's supply decision. It also includes factors that distinguish the reserve enlistment decision from all other decisions to take a second job. Section III discusses the many difficult problems encountered in assembling the data necessary to test this model. Section IV presents the results, which generally confirm the hypotheses derived from the simple model. Finally, Sec. V comments on the policy implications of the results. Although wage elasticity results are not definitive, they call into question DOD's heavy reliance upon increased compensation incentives for solving reserve manning problems.

Book excerpt: The U.S. Department of Defense (DoD) faces short-term and long-term challenges in selecting and recruiting an enlisted force to meet personnel requirements associated with diverse and changing missions. The DoD has established standards for aptitudes/abilities, medical conditions, and physical fitness to be used in selecting recruits who are most likely to succeed in their jobs and complete the first term of service (generally 36 months). In 1999, the Committee on the Youth Population and Military Recruitment was established by the National Research Council (NRC) in response to a request from the DoD. One focus of the committee's work was to examine trends in the youth population relative to the needs of the military and the standards used to screen applicants to meet these needs. When the committee began its work in 1999, the Army, the Navy, and the Air Force had recently experienced recruiting shortfalls. By the early 2000s, all the Services were meeting their goals; however, in the first half of calendar year 2005, both the Army and the Marine Corps experienced recruiting difficulties and, in some months, shortfalls. When recruiting goals are not being met, scientific guidance is needed to inform policy decisions regarding the advisability of lowering standards and the impact of any change on training time and cost, job performance, attrition, and the health of the force. Assessing Fitness for Military Enlistment examines the current physical, medical, and mental health standards for military enlistment in light of (1) trends in the physical condition of the youth population; (2) medical advances for treating certain conditions, as well as knowledge of the typical course of chronic conditions as young people reach adulthood; (3) the role of basic training in physical conditioning; (4) the physical demands and working conditions of various jobs in today's military services; and (5) the measures that are used by the Services to characterize an individual's physical condition. The focus is on the enlistment of 18- to 24-year-olds and their first term of service.
