The founding mothers of this movement were not based primarily in the United States, however, or in Europe. Instead, Katherine M. Marino introduces readers to a cast of remarkable Latin American and Caribbean women whose deep friendships and intense rivalries forged global feminism out of an era of imperialism, racism, and fascism. Six dynamic activists form the heart of this story: from Brazil, Bertha Lutz; from Cuba, Ofelia Domingez Navarro; from Uruguay, Paulina Luisi; from Panama, Clara Gonzalez; from Chile, Marta Vergara; and from the United States, Doris Stevens. This Pan-American network drove a transnational movement that advocated women's suffrage, equal pay for equal work, maternity rights, and broader self-determination. Their painstaking efforts led to the enshrinement of women's rights in the United Nations Charter and the development of a framework for international human rights. Early childhood development (ECD) outcomes are important markers of the welfare of children. In addition, the deleterious effects of poor outcomes in early childhood can be long-lasting, affecting school attainment, employment, wages, criminality, and measures of social integration of adults. This paper considers the theoretical case to be made for investments in early childhood, selectively reviews the literature on the impact of ECD programs in the United States, discusses the evidence from Latin America and the Caribbean, and makes suggestions for future research. The focus is on the relation between outcomes in early childhood and measures of household socioeconomic status, child health, and parenting practices, as well as on the impact of specific policies and programs. The knowledge base on early childhood outcomes is still thin in Latin America and the Caribbean. Although higher education access has become more equitable, and higher education supply has become more varied, many of the 'new' students in the system are, on average, less academically ready than are their more advantaged counterparts. Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Thus, higher education is at a crossroads today. Given the region's urgency to raise productivity in a low-growth, fiscally constrained environment, going past this crossroads requires the formation of skilled human capital fast and efficiently. 'At a Crossroads: Higher Education in Latin America and the Caribbean' contributes to the discussion by studying quality, variety, and equity of higher education in Latin America and the Caribbean. The book presents comprehensive evidence on the recent higher education expansion and evolution of higher education labor market returns. Using novel data and state-of-the-art methods, it studies demand and supply drivers of the recent expansion.
