A test scenario was developed and administered individually to 20 senior field grade officers. The assigned task required each officer to write a defense plan for his division sector against an expected attack by two mechanized infantry divisions. The scenario was presented by using cathode ray tube (CRT) displays, computer-driven typewriters, and random access slide projection equipment. Defense plans were scored using USA CGSC school solutions as criteria. Two scoring procedures were utilized: (1) Leavensorth Standard (based on rationales and solutions in the CGSC lesson plans) and (2) Consensus Standard (to provide for computing average subject responses in the event CGSC Standards were inappropriate as a result of scenario changes.

This research was the first in a series of concept experimentation programs (CEPs) planned by the Mounted Battlespace Battle Lab (MBBL) at Fort Knox, KY, to re-engineer command and staff operations. This report focuses on research methods, exploratory results, and recommendations on method improvements for assessing battle command information requirements and the military decision making process (MDMP). The exploratory results provide a benchmark for future efforts and suggestions for improving information systems and future evaluations. Limitations and lessons learned on research methods are considered. Method recommendations address measurement approach issues, such as mission, enemy, terrain, troops, and time (METT-T) structure for determining information requirements, and the applicability of the MDMP in a real-time information environment. Recommendations on manual measures address the timing and scope of assessment and respondent workload. Finally, recommendations on instrumented measures stress reducing respondent workload and increasing measurement scope and precision."--Stinet.

While rapid growth ofOR led to its becoming an important aid to decision making in all sectors including defense, its contribution in defense remained largely confined to classified reports. Very few books dealing with applications of quantitative decision making techniques in military have been published presumably due to limited availability ofrelevant information. The situation changed rapidly during the last few years. The recognition of the subject of Military Operations Research (MOR) gave tremendous boost to its development. Books and journals on MOR started appearing. The number of sessions on MOR at national and international conferences also registered an increase. The volume of teaching, training and research activities in the field of MOR at military schools and non-military schools enhanced considerably. Military executives and commanders started taking increasing interest in getting scientific answers to questions pertaining to weapon acquisition, threat perception and quantification, assessment of damage or casualties, evaluation of chance of winning a battle, force mix, deployment and targeting of weapons against enemy targets, war games and scenario evaluation. Most of these problems were being tackled on the basis of intuition, judgment and experience or analysis under very simple assumptions. In an increasingly sophisticated and complex defense scenario resulting in advances in equipment and communications, the need for supplementing these practices by scientific research in MOR became imperative.

Conducting a Sustainment oriented MDMP is essential in integrating the Sustainment War Fighting Functional Area into the unit's plan and for ensuring a synchronized and supportable course of action. Successful integration is a result of having the right personnel, available tools, correct MDMP methodology, and synchronized timeline throughout the process. If this guide can assist logistics' planners in accomplishing this process, then it has accomplished its intent and mission.

Hybrid warfare typically occurs in environments where all modes of war are employed, such as conventional weapons, irregular tactics, terrorism, disruptive technologies, and criminality to destabilize an existing order. In August 2010, the National Research Council established the Committee on Improving the Decision Making Abilities of Small Unit Leaders to produce Improving the Decision Making Abilities of Small Unit Leaders. This report examines the operational environment, existing abilities, and gap to include data, technology, skill sets, training, and measures of effectiveness for small unit leaders in conducting enhanced company operations (ECOs) in hybrid engagement, complex environments. Improving the Decision Making Abilities of Small Unit Leaders also determines how to understand the decision making calculus and indicators of adversaries. Improving the Decision Making Abilities of Small Unit Leaders recommends operational and technical approaches for improving the decision making abilities of small unit leaders, including any acquisition and experimentation efforts that can be undertaken by the Marine Corps and/or by other stakeholders aimed specifically at improving the decision making of small unit leaders. This report recommends ways to ease the burden on small unit leaders and to better prepare the small unit leader for success. Improving the Decision Making Abilities of Small Unit Leaders also indentifies a responsible organization to ensure that training and education programs are properly developed, staffed, operated, evaluated, and expanded.

Research focuses on one or more aspects of events which occur from the time a commander receives his mission until he completes it. This chain of events is the system within which command decisions are formulated and executed--a tactical operations system within which tactical information processing is performed. The Command Systems program is divided into two work units. Research efforts which focus on such information processing aspects as the rapid and accurate input and assimilation of information are conducted by the Tactical Information Processing (TIP) work unit. Efforts which emphasize aspects of the total system such as allocation of functions to man and equipment and system information requirements fall within the Tactical Operations System (TOS) work unit. The present report traces research progress from the beginning of FY 1967 to the present. During this period 23 projects were completed or are now in progress.

This research presents an analysis of military judgment proficiency (MJP), which is judgment and decision-making in environments characterized by cultural, legal/ethical, and tactical complexity. We reviewed relevant literature in the areas of judgment, decision-making, and problem-solving to present a sound theoretical foundation for the MJP construct. We defined MJP as a complex skill and argued that in ambiguous, novel, rapidly changing situations in which there is limited time, information, and resources, Soldiers demonstrating MJP are more likely to select an effective course of action by appropriately identifying the nature of the situation, recognizing relevant situational factors, and forecasting the best overall outcome(s), given the situation. We describe also the initial stages of development of an assessment tool that will distinguish among Soldiers on MJP, and lay out future plans for test validation with Special Forces and non-Special Forces Soldiers.
