Book excerpt: Exposing the carceral webs and weaponized data that shape Chicago’s police wars Chicago is a city with extreme concentrations of racialized poverty and inequity, one that relies on an extensive network of repressive agencies to police the poor and suppress struggles for social justice. Imperial Policing examines the role of local law enforcement, federal immigration authorities, and national security agencies in upholding the city’s highly unequal social order. Collaboratively authored by the Policing in Chicago Research Group, Imperial Policing was developed in dialogue with movements on the front lines of struggles against racist policing in Black, Latinx, and Arab/Muslim communities. It analyzes the connections between three police “wars”—on crime, terror, and immigrants—focusing on the weaponization of data and the coordination between local and national agencies to suppress communities of color and undermine social movements. Topics include high-tech, data-based tools of policing; the racialized archetypes that ground the police wars; the manufacturing of criminals and terrorists; the subversion of sanctuary city protections; and abolitionist responses to policing, such as the Erase the Database campaign. Police networks and infrastructure are notoriously impenetrable to community members and scholars, making Imperial Policing a rare, vital example of scholars working directly with community organizations to map police networks and intervene in policing practices. Engaging in a methodology designed to provide support for transformative justice organizations, the Policing in Chicago Research Group offers a critical perspective on the abolition of imperial policing, both in Chicago and around the globe.

Book excerpt: "This paper explores the application of Machine Learning in predicting crime incidents in the city of Chicago, with the goal of efficiently allocating government resources for crime management. By utilizing mathematical models, the study aims to enhance the accuracy of crime predictions in a systematic manner. The dataset used for training the machine learning models consists of Chicago Crime data from 2017 to 2019. Additionally, the study incorporates the Chicago CTA dataset and census data for the past 3 and 5 years as part of the feature selection process. These additional datasets might provide valuable insights and context to improve the predictive models. The three Machine Learning models employed in the study are Naive Bayes, Singular Vector Machines, and Neural Network. After evaluation, it was found that all three models performed well with the given data, but Naive Bayes outperformed the other two. The reason for Naive Bayes’ better performance might be attributed to its probabilistic nature, which is suited for highly dimensional data that is not easily separable based on the selected features. To assess the performance of the models fairly, they were all trained and tested on the same datasets, ensuring a consistent basis for comparison. In summary, this paper highlights the potential of using Machine Learning to predict crime incidents, providing governments with valuable insights for more efficient resource allocation in crime management. Naive Bayes emerged as the most effective model for crime prediction in the specific context of the given dataset. However, it is important to note that the performance of Machine Learning models may vary depending on the characteristics of the data and the specific problem domain."--

Book excerpt: Violent crime is a prevalent and persistent problem in many Chicago neighborhoods and public high schools. Many researchers have hypothesized that exposure to these violent environments has a negative influence on academic achievement. The acute stress of local violent events may cause immediate distraction that prevents students from performing well. Chronic danger and frequent negative interactions with police officers may also lead to social, behavioral, and cultural adaptations that are harmful for long-term academic behavior and achievement. In this dissertation, I test a variety of hypotheses about the effect of neighborhood and school violent crime on academic achievement. Combining eight years of geographically detailed crime data from the Chicago Police Department (2002 to 2010), administrative records from the Chicago Public Schools, and bi-annual school surveys conducted by the Consortium on Chicago School Research, I follow over 120,000 students as they progress through high school. I begin by describing the trends and distributions of violent crime in Chicago neighborhoods and public high schools. Then, using student, neighborhood, and school fixed-effects models I compare the achievement of students to themselves, their neighbors, and their classmates during periods of more or less violent crime. The analysis shows that the direct effects of short-term and long-term changes in neighborhood violent crime on test scores and grades are quite small, too small to really make a difference in students' educational trajectories. Violent crime at school matters slightly more, but the effects are still quite small, especially compared to the effect of perceived safety, which is surprisingly unrelated to changes in school violent crime rates over time. However, when many students from violent neighborhoods are concentrated in the same school, everyone's achievement suffers. This effect of peer neighborhood violence is quite large, especially for students from relatively safer neighborhoods, and remains even after controlling for other measures of school composition. These spill over effects highlight the social nature of the learning process and suggest that the relationship between neighborhood effects and school composition are complicated and interrelated in ways that are either ignored or assumed away in much of the existing neighborhood effects literature.
