Book excerpt: This Joint Staff Advisory Note provides IMF staff’s assessment of the Moldova authorities’ first Annual Evaluation Report (AER), which covers the period from late 2004 to early 2006. Broadly, the AER provides a candid assessment of the accomplishments and shortcomings of the past year, focusing on outcomes rather than inputs. It points to evidence of continued poverty reduction, but also highlights areas where policy implementation has been slower than originally envisaged. The AER also presents an updated description of the dynamics of poverty and inequality in Moldova.

The NDS “Moldova 2020” presents a vision of cohesive long-term sustainable economic development based on a diagnostic study of constraints to economic development. Areas such as health, culture, social protection, and environmental protection are crucial for the country’s sustainable development. The focus of the NDS is to increase the budget coverage of adequate policies in these sectors as a result of accelerated economic development. Such a focus also requires the sustainability of foreign assistance currently provided to the country.

Domestic economic and political crises are likely to undermine the achievement of several MDG targets set for 2010 and 2015. The goals were to reduce extreme poverty and hunger, achieve universal access to general secondary education, promote gender equality and empower woman, and so on. After growing dramatically in 1998–1999, poverty in Moldova began to decline in 2000. Addressing the environmental challenges and risks is imperative for Moldova.

Book Poverty Reduction Support Credits

Download or read book Poverty Reduction Support Credits written by World Bank and published by World Bank Publications. This book was released on 2010-05-21 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: This evaluation examines the relevance and effectiveness of Poverty Reduction Support Credits (PRSCs), introduced by the Bank in early 2001 to support comprehensive growth, improve social conditions, and reduce poverty in IDA countries. PRSCs were intended to allow greater country-ownership, provide more predictable annual support, exhibit more flexible conditionality, and strengthen budget processes in a results-based framework. By September 2009, the Bank had approved 99 PRSCs totaling some $7.5 billion and representing 38% percent of IDA policy based lending. The evaluation finds that in terms of process, PRSCs were effective in easing conditionality, increasing country ownership and aid predictability, stimulating dialogue between central and sectoral ministries, and improving donor harmonization. In terms of content, PRSCs succeeded in emphasizing public sector management and pro-poor service delivery. Yet in terms of results, it is difficult to distinguish growth and poverty outcomes in countries with PRSCs from other better performing IDA countries. There is scope for further simplifying the language of conditionality and underpinning PRSCs with better pro-poor growth diagnostics. PRSCs can also strengthen their results frameworks and limit sector policy content in multi-sector DPLs to high-level or cross-cutting issues. Today, Bank policy has subsumed PRSCs under the broader mantle of Development Policy Lending and the rationale for a separate brand name although differences linger from the past. Since PRSCs and other policy-based lending have gradually converged in design, remaining differences compared to other Development Policy Loans should be clearly spelled out, or the separate PRSC brand name should be phased out.

Download or read book The Inequality Predicament written by United Nations. Department of Economic and Social Affairs and published by United Nations Publications. This book was released on 2005 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Eighty per cent of the world's gross domestic product belongs to the 1 billion people living in the developed world; the remaining 20 per cent is shared by the 5 billion people living in developing countries. Failure to address this inequality predicament will ensure that social justice and better living conditions for all people remain elusive, and that communities, countries and regions remain vulnerable to social, political and economic upheaval. This report traces trends and patterns in economic and non-economic aspects of inequality and examines their causes and consequences. It focuses on the traditional aspects of inequality, such as the distribution of income and wealth, as well as inequalities in health, education, and opportunities for social and political participation. The report also analyses the impact of structural adjustment, market reforms, globalization and privatization on economic and social indicators. The Report identifies four areas of particular importance. First, worldwide asymmetries deriving from globalization need to be redressed. Second, the goal of reducing inequality must be explicitly incorporated in policies and programmes aimed at poverty reduction. Third, priority must be given to expanding and improving opportunities for employment. Finally, social integration and cohesion must be promoted as key to development, peace and security.

Book The Political Economy of Climate Finance Effectiveness in Developing Countries

Download or read book The Political Economy of Climate Finance Effectiveness in Developing Countries written by Mark Purdon and published by Oxford University Press. This book was released on 2024 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: In The Political Economy of Climate Finance Effectiveness in Developing Countries, Mark Purdon contributes to broader debates on the international climate cooperation by evaluating how three different climate finance instruments have been undertaken in three countries--Tanzania, Uganda, and Moldova--and evaluates their effectiveness in actually reducing emissions. He shows that the effectiveness of climate finance tools depends on the interaction between a nation's development policy paradigms and its interests in other sectors of their economies. Purdon's findings further inform the design of international and transnational efforts to engage developing countries on climate change mitigation by emphasizing the importance of domestic politics and the state.
