Book excerpt: Memorable Quotations from Public Statements By General MacArthur: "I Shall Return": The well-known words "I shall return," while not made in a public address by General MacArthur, deserve mention here among some of the General's better and lesser known remarks. After leaving the Philippines March 12, 1942, MacArthur made his way to Australia where he was pressed by reporters for a statement. He issued the following Statement: "The President of the United States ordered me to break through the Japanese lines and proceed from Corregidor to Australia for the purpose, as I understand it, of organizing the American offensive against Japan, a primary object of which is the relief of the Philippines. I came through and I shall return." MacArthur mentioned later that he made the famous remark casually enough, but the became a psychological rallying point for the Filipinos, and for many Americans. When American forces and MacArthur returned to the Philippines in October 1944, the General's first works, spoken into a microphone, were: "People of the Philippines: I have returned. By the grace of Almighty God, our forces stand again on Philippine soil. "It would be difficult to exaggerate the importance of the words "I shall return" and MacArthur's prestige with the Philippine people during the years 1942-44.For this book it was decided to include the compilation of the public addresses, and in the case of each address to reproduce the full text. The selection of addresses was limited to those, which appear to have received widest attention and discussion.

The first address took place on April 19, 1951 and was held before a joint meeting of the two houses of United States Congress—the House of Representatives and the Senate—and took place in the Hall of the House of Representatives. This meeting followed on just one week from MacArthur’s removal from command by President Harry S. Truman. The second address was held on May 12, 1921 and was given to The Members of the Association of Graduates, U.S.M.A., The Corps of Cadets, and Distinguished Guests. It was given on the occasion of MacArthur’s acceptance of the Sylvanus Thayer Award for outstanding service to the nation, which had gone to Eisenhower the year before. The event was held at the United States Military Academy in West Point, New York.

My Administrative Assistant, Ellen Schaefer, and I culled over 1,000 sources including memories, biographies, histories, military magazines such as the Army and Air Force Journals, unit histories, commercial magazines and newspapers. Magazines included such publications as National Geographic, Life Magazine and many esoteric less circulated literature such as Military Magazine, Retired Officers Magazine, Air Force Magazine and so many others. We received guidance and assistance from such sources as the U.S. Military Academy, the Engineering School at Ft. Leavenworth, the Command and General Staff School at Leavenworth, the Army War College, the MacArthur Archives Director James Zobel, the Library of Congress, the War Department; the sources seemed endless. We do believe we were able to capture all the major public speeches and reports covering MacArthur's truly productive years from 1908 through 1964. Contains more than 125 speeches/reports. It will be interesting to note, MacArthur established his personality early in his military career and never veered from this. His admonition from his Mother when MacArthur was a student at West Point was, never cheat, never lie, never tattle"". Adhering to this edict MacArthur offered to resign from the Academy rather than answer questions from the Academy panel investigating hazing and harassment by a group of fellow students. MacArthur continued to develop his hard line against political and military intrigue by resolving to always do what he believed right even if he knew no one was watching. Further he was determined never to refuse to carryout the order of a senior officer - never be insubordinate to constituted authority.""

The MacArthur persona may be familiar to many Americans more because of his oratory than because of his military deeds.
