The panel takes a critical look at the available data on needle exchange and bleach distribution programs, reaches conclusions about their efficacy, and offers concrete recommendations for public policy to reduce the spread of HIV/AIDS. The book includes current knowledge about the epidemiologies of HIV/AIDS and injection drug use; characteristics of needle exchange and bleach distribution programs and views on those programs from diverse community groups; and a discussion of laws designed to control possession of needles, their impact on needle sharing among injection drug users, and their implications for needle exchange programs.

The estimated number of HIV/AIDS cases in the 33 states with confidential name-based HIV infection reporting decreased each year from 2001 through 2004 & then increased in 2005. In 2005, the estimated rate of HIV/AIDS cases in the 33 states was 19.8 per 100,000 population. Tables.

These 33 states represent approx. 63% of the epidemic in the 50 states and the D.C. According to the number of reported AIDS cases, the 34 states with long-term HIV infection reporting represent approx. 66% of the cases in the 50 states and the D.C. From 2004 through 2007, the total number of new cases of HIV/AIDS increased 15% in the 34 states. This increase is likely due to changes in state reporting regulations and increases in HIV testing.
