Book excerpt: Congress authorized the Strategic Petroleum Reserve (SPR) in the Energy Policy and Conservation Act (EPCA, P.L. 94-163) to help prevent a repetition of the economic dislocation caused by the 1973-1974 Arab oil embargo. The Department of Energy (DOE) manages the SPR, which comprises five underground storage facilities, solution-mined from naturally occurring salt domes in Texas and Louisiana. The Energy Policy Act of 2005 (EPAct) authorized SPR expansion to a capacity of 1 billion barrels, but physical expansion of the SPR has not proceeded beyond 727 million barrels its inventory at the end of 2010. In addition, a Northeast Home Heating Oil Reserve (NHOR) holds 2 million barrels of heating oil in above-ground storage. EPCA authorized drawdown of the Reserve upon a finding by the President that there is a "severe energy supply interruption." Congress enacted additional authority in 1990 (Energy Policy and Conservation Act Amendments of 1990, P.L. 101-383) to permit use of the SPR for short periods to resolve supply interruptions stemming from situations internal to the United States. Book excerpt: This report is to satisfy the requirement of the Omnibus Budget Reconciliation Act of 1981 that the Secretary of Energy transmit a report to the President and the Congress regarding the final storage level of the Strategic Petroleum Reserve (SPR). The legislation requires an analysis of the costs and benefits associated with achieving the 1 billion barrel SPR size set forth in the SPR Plan as amended, and any larger or smaller final storage level which may be appropriate. To be responsive to the specific information request of Congress, the focus of this report is on the quantification of the relative costs and benefits associated with different SPR sizes. In addition, it is recognized that there are other reasons for having a government oil stockpile which are not readily quantified. These reasons include foreign policy and national security implications of a petroleum supply disruption. The Department believes that large strategic oil stockpiles can be cost-effective for coping with oil supply disruptions and recommends continued development of a 750 million barrel (MMB) SPR as provided for in the President's FY 1983 budget proposals. The Department does not believe it is necessary or appropriate to change the SPR Plan provisions for an ultimate stockpile size up to 1 billion barrels, on the ground that increases beyond the planned 750 MMB SPR system at a future date could provide net economic benefits to the United States.

Book excerpt: The mission of the Strategic Petroleum Reserve (SPR) is to protect the United States (U.S.) from severe petroleum supply interruptions through the acquisition, storage, distribution, and management of emergency petroleum stocks and to carry out U.S. obligations under the International Energy Program. The Long-Term Strategic Review (LTSR) provides an overview of the SPR and addresses key challenges that will impact the SPR’s ability to carry out its energy security mission. As expanding North American crude oil production has substantially reduced waterborne imports into the United States and changed the flow of petroleum, numerous questions have arisen about the future of the SPR. While the threat of physical supply disruptions to the United States has diminished, the country remains connected to the global oil market through the price mechanism and its economy remains vulnerable to supply disruption induced oil price shocks. Major topics examined in this report include the state of the SPR’s surface and subsurface infrastructure, bottlenecks in the North American midstream infrastructure that impact the SPR’s ability to move oil to the market, a discussion of some of the costs and benefits of SPR options, SPR modernization requirements for infrastructure life extension and the addition of dedicated marine terminals, and issues with the SPR’s authorizing legislation, the Energy Policy and Conservation Act (EPCA). These areas are evaluated with consideration given to the Bipartisan Budget Act of 2015 and the Fixing America’s Surface Transportation (FAST) Act, which mandate the sale of an estimated 124 million barrels (MMbbl) of the SPR’s crude oil inventory and authorize the funding of an SPR modernization program through the sale of up to an additional $2 billion worth of oil.
