Book Report on the Response to the Executive s Review of the Financial Process in Northern Ireland

Download or read book Report on the Response to the Executive s Review of the Financial Process in Northern Ireland written by Northern Ireland. Assembly. Finance and Personnel Committee and published by . This book was released on 2012-02-14 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Executive's public revenue and expenditure process takes place in the context of the wider UK control and management framework. The current process has existed in Northern Ireland for a considerable time and is based on an outdated Westminster model. The various components of the process serve different purposes and have developed over the years in individual directions resulting in significant misalignment between Budgets, Estimates and Accounts. Therefore, while based on the same basic dataset, the figurework in Budgets, Estimates and Accounts, although reconcilable, does not meet the Assembly's expectations in relation to transparency. Assembly members have expressed frustration with trying to understand sets of financial information that are calculated on a different basis and/or different boundaries, making it difficult to track spend from plans to outturn. This also limits the ability of Committees and members to challenge departments effectively. The Executive considered it was time to take stock and review the entire financial process with the objective of agreeing a simplified and streamlined process tailormade to meet the requirements of the devolved administration. Having considered the views of key stakeholders and the available evidence this report presents the initial recommendations. It must be emphasised that these recommendations, while indicating a direction of travel, are largely an effort to focus minds on the key areas for improvement and to kindle debate on the issues and possible reforms

Book Active Citizenship and Disability

Download or read book Active Citizenship and Disability written by Andrew Power and published by Cambridge University Press. This book was released on 2013-01-14 with total page 525 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an international comparative study of the implementation of disability rights law and policy focused on the emerging principles of self-determination and personalisation. It explores how these principles have been enshrined in the United Nations Convention on the Rights of Persons with Disabilities and how different jurisdictions have implemented them to enable meaningful engagement and participation by persons with disabilities in society. The philosophy of 'active citizenship' underpinning the Convention - that all citizens should (be able to) actively participate in the community - provides the core focal point of this book, which grounds its analysis in exploring how this goal has been imagined and implemented across a range of countries. The case studies examine how different jurisdictions have reformed disability law and policy and reconfigured how support is administered and funded to ensure maximum choice and independence is accorded to people with disabilities.

This book was released on 2011-03-03 with total page 554 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Northern Ireland Executive's draft Budget 2011-15 is distinctive in that it establishes the spending plans for government departments for the next four years, within a wider fiscal and economic context which is unparalleled in recent years. The Executive has been faced with the unenviable challenge of having to develop its budget, not only against the backdrop of an international financial crisis affecting public finances and economies across the globe, but, more particularly, On the foundation of swingeing public spending cuts arising from the UK Spending Review, announced in October 2010. The Committee has sought to establish a sound evidence base upon which to make a critical but constructive response to the draft Budget 2011-15, which will inform the Minister of Finance and Personnel and the wider Executive in preparing a final draft Budget. The Report contains some forty-five key conclusions and recommendations, In addition to numerous supplementary observations and proposals, both at a strategic and a departmental level. These include: criticisms of the budget process and presentation; concerns around particular savings and spending proposals; suggestions for improving financial management practices, transparency and the longer-term efficiency of public spending going forward; propositions on levers for supporting wider economic development; and recommendations for new measures and additional considerations to be factored into the revised draft Budget.

Book The Financial Crisis Inquiry Report

Download or read book The Financial Crisis Inquiry Report written by Financial Crisis Inquiry Commission and published by Cosimo, Inc.. This book was released on 2011-05-01 with total page 692 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker. Download or read book Corporation Tax in Northern Ireland written by Great Britain. Parliament. House of Commons. Northern Ireland Affairs Committee and published by The Stationery Office. This book was released on 2011-05-24 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The committee supports the principle of devolving to the Northern Ireland Executive the decision over whether or not to amend the rate of corporation tax, and believes this would assist the indigenous private sector to expand, innovate and employ more staff. The report uses 12.5% as a benchmark for the lower rate of corporation tax, but suggests that on the basis that the decision is devolved to the Northern Ireland executive it may, in due course, choose a lower rate. To maximise the benefits of a lower rate, though, continued progress needs to be made on other economic development policy mechanisms, including planning, education, and incentives for research and development and exporting. Low corporation tax is not a panacea for all Northern Ireland's economic ills, warns the committee, and there are considerable implementation issues: direct comparisons with the Republic of Ireland and its experience with 12.5% are difficult because the UK and Irish tax systems are different; and the UK Government would have to satisfy the criteria laid down in the Azores judgment for the tax reduction to satisfy EU rules on state aids. The committee was surprised to discover HM Treasury do not know how much corporation tax is raised in Northern Ireland. It is important that the Northern Ireland Executive has as much information as possible before deciding if, and how, it wishes to lower the rate, and at least a better idea of the amount of financial risk they are taking on. Furthermore, the benefits of lowering corporation tax must not be outweighed by the costs to businesses and HMRC.
