Van Boven has been a life-long scholar and practitioner of human rights. He served in the Dutch Ministry of Foreign Affairs, represented The Netherlands in the UN Commission on Human Rights, served as an expert in its Sub-Commission on Human Rights, and also on the Committee on the Elimination of Racial Discrimination. He was the Director of the UN Human Rights secretariat from 1977 to 1982, and later served as Registrar of the International Criminal Tribunal for the Former Yugoslavia and for Rwanda, and as UN Special Rapporteur against Torture. As Director of the UN Human Rights secretariat, Professor van Boven built up the protection capacity of the United Nations piece by piece and thereby transformed the UN's role. He initiated every protection mechanism in use at the United Nations today. He was thus the father of the contemporary system of United Nations protection. This book is a priceless study of leadership and strategy. If one is to be able to deepen the protection capacity of the UN in the future, it is crucial to understand how the foundations were laid. This book, based on the personal papers of Professor van Boven and of the author, who was his Special Assistant, tells the story of his remarkable leadership of the UN Human Rights secretariat.

These summaries were sent following each state’s passage through the Universal Periodic Review (UPR) process of the UN Human Rights Council. But how can protection be extended to those at risk, whether it be children, women, civilians, non-combattants, or the victims of oppression and violence? This is one of the first books to examine the need for protection in the field, survey the experiences of the different human rights and humanitarian organizations, and assess what works and what does not work. For the most part it reveals, sadly, a crisis in protection efforts in the field. But in doing so, it will, hopefully, spur on greater efforts for strengthened protection in the field. Since the United Nations General Assembly's adoption of the Declaration on Human Rights Defenders in 1998, there has been considerable effort to recognise and protect the right of individuals, groups and communities to promote and protect their own rights and the rights of others. Over time, a multi-level, multi-actor international protection regime for the rights of human rights defenders has emerged, which is based on existing rights derived from the international human rights regime. The authors in this book reflect on the positive developments that have emerged over time to strengthen the protection of defenders, as well as the debates, tensions and contestations in such practices. This collection provides a critical appraisal of the construction, function, ethical boundaries, and evolution of this protection regime, as well as its multi-scalar social and political effects. In particular, the authors consider the effectiveness of particular international and regional protection mechanisms for the protection of defenders, and examine the relationship between repression, activism, and tactics for managing risks in the face of danger. Book excerpt: National Human Rights Institutions (NHRIs), defined by the UN as bodies established to promote and protect human rights, have increased in number since the General Assembly adopted principles governing their effectiveness in 1993. The UN and others have encouraged states to set up such institutions as an indication of their commitment to human rights, and now over 20 such institutions exist in Africa and many more will follow. These institutions have taken various forms including ombudsmen, commissions, or a combination of the two. They differ in terms of how they are established; some by constitution, some by legislation and some by decree. These NHRIs have varying functions, usually both promotional and protective, such as giving advice to government, parliament, and others, making recommendations on compliance with human rights standards, awareness raising, and analysis of law and policy. Despite the considerable variations in the method of their creation, powers and composition, most of these institutions have chosen or indeed been mandated, to become involved in international and regional fora. This book examines these institutions in the African region, the way in which they use the international and regional fora, the effectiveness of their contributions and how they are able to participate.
