Book excerpt: This book is unique in analysing the new Scottish Parliament from a systematically comparative perspective. Its basic premise is that since devolution in 1999 Scotland can be considered a Scandinavian-style democracy with several features of a Scandinavian-style parliament. The basic research question, therefore, is: 'Has the Scottish Parliament in its first four-year term manifested a Scandinavian-style politics in the sense that there has been a high incidence of inter-party negotiation within Parliament?' The architects of the Scottish Parliament saw the committees as the motor of a 'new politics' and gave them extensive powers. Outside Austria, only the Swedish and Icelandic committees have comparable powers. Accordingly, the study sets out to describe and analyse the workings of the committees in the Scottish, Swedish and Icelandic Parliaments. The concluding chapter also discusses the operation of the Danish, Finnish and Norwegian committees.

Book excerpt: Limited competition among the few fuel retailers in rural and remote locations results in fuel pricing problems, such as high rural fuel prices and rural-urban fuel price differentials. Thus, the regulation of fuel retailing activities in these locations is expected to resolve these problems, and thus contribute to a rural development policy. These problems are of concern to governments and rural communities, primarily because high fuel prices generate significant multiplier effects on the cost of rural living and economic activities.The author argues that regulation of fuel retailing is likely to contribute significantly to resolving the research problems within the context of an integrated approach to rural development. The author further argues that this approach could lead to a paradigm shift in the mix of fuels consumed in rural and remote locations, and hence cause a reduction in fuel prices as well as the rural-urban fuel price differentials.

The Committee had received many responses to its call for evidence, but on 3 October 2008 the Prime Minister announced the creation of a new Government department, the Department of Energy and Climate Change. The responsibility for fuel poverty was passed from Defra to the new Department. The Committee decided not to proceed with its inquiry, but has decided to publish the written evidence it received on this subject. The Committee recommends that the new select committee set up to examine the expenditure, policy and administration of the new Department of Energy and Climate Change seriously consider holding an inquiry into fuel poverty at the earliest opportunity.

Book excerpt: Focusing on the vulnerability and resilience to economic shocks at the household level, this book draws on extensive research activities carried out in two Melanesia countries: the Solomon Islands and Vanuatu. In particular, it identifies the household impacts of the recent food, fuel and economic crises. The contributors also examine resilience by identifying how households responded to these recent economic events in order to cope with their impacts. Findings indicate that households are vulnerable to a range of shocks and often struggle to cope with their impacts. Shocks are making it harder for households to meet their basic needs. Households in Melanesia are facing increasing demands for money, in particular for school fees, basic foodstuffs and customary obligations. Concurrently, there are limited domestic opportunities for formal employment. Traditional social support networks are strong and are an important form of resilience. However, there is evidence that they are disintegrating. Of particular focus are the gendered impacts. Women are found to bear a disproportionate share of the burden in adjusting to household shocks. The authors highlight key areas in which public policy and development programmes can reduce household vulnerability and increase their resilience to future economic shocks.
