In 1991–93, quick progress was made in containing inflation, rebuilding foreign reserves, and restoring confidence in economic policies; and this was followed by resumption of growth in 1994. Financial and political stability and continued progress toward a market economy attracted large capital inflows in 1993–95. In spite of attempts to sterilize these inflows, monetary growth was rapid and fueled a boom in domestic demand, which in turn widened the current account deficit and maintained inflation at relatively high levels.

Book excerpt: This book describes the process of the Czech economic transformation from the beginning of the 1990s to the country's entry into the European Union in 2004. This transformation is divided into four periods: an initial recession caused by the transformation; economic growth in the mid-1990s; a recession connected to the currency crisis of 1997; and recovery and growth from 1999 until 2004, when the analysis ends. The examination covers the main aspects of the transformation – an overall view of the process, political transition, economic policy, economic results (GDP development, inflation, unemployment), changes in outside indicators (balance of payments), privatization, transformation of the financial sector, and changes in the business sector and institutional development. The book also compares Czech development in this transformative era to those of Poland and Hungary. As in Hungary and Poland, the Czech Republic underwent an exceptional qualitative shift from a system centrally planned to one that was market-based. The book concludes that despite mistakes and hardships, the overall transformation process in Central Europe has been successful.

Book excerpt: This paper is based on an internal report prepared by the IMF staff in connection with the application of the Czech and Slovak Federal Republic (Czechoslovakia) for membership in the IMF. The paper surveys the economic system that had developed up to the time of the reforms begun in 1987 and outlines the economy's performance during 1945–1985. It then discusses the economic developments of 1985–1990, with separate sections on output, prices, public finance, money, and the balance of payments. Prices served mainly as an instrument of central planning: each price was set independently and a change in one price had no influence on other prices. The annual foreign exchange plan, derived from the state plan, strictly controlled foreign exchange transactions. It specified imports and exports of goods and services by enterprises for the convertible and nonconvertible area. The exact modalities of the denationalization scheme have not yet been determined. However, consideration is being given to a scheme whereby state enterprises would be transformed into joint stock companies, and “ownership vouchers” would be distributed to the population which would entitle their holders to purchase stock in these companies.
