Book excerpt: Excerpt from Report on the Commercial Relations of the United States With All Foreign Nations, 1857, Vol. 3 These documents are the answers of United States consuls to the circular of this Department of March 15, 1854, already referred to, issued with a view to obtain the requisite materials for this Report. No very considerable portion of each of these returns, however, it was soon found, could be made available in the work; and, although parts of some of them might not be deemed of the first importance, still, as much valuable information would unquestionably be withheld by their entire suppression, no better mode of making them serviceable could be thought of than to present them, with a few exceptions, exactly as received - such modifications, in form and substance, alone being made as seemed demanded by regard to uniformity and propriety. The authors of these returns have thus the credit of their service, when it has proved creditable, as it generally has, by having their names appended to their works, while they thus, also, receive salutary encouragement to make still more vigorous and useful efforts in the same manner in future. To make a digest of the varied and comprehensive commercial intelligence conveyed by these returns - the only remaining mode of disposing of them if they were neither to be published entire nor suppressed - would have involved an expenditure of time which could not, under all the circumstances of the case, be seriously contemplated, however valuable such digest, when completed, might have proved to be. Errors of fact and deduction have often been detected in these returns in preparing them for the Report, and they have in most instances, though not in all, been corrected; while discrepancies, of more or less moment, between the statements and estimates of the returns and of other portions of the work, will he frequently perceived. Up to this date persons have this year left this port for the United States. Lumber. - The staple of this district is lumber, of which England consumes the greater part. As at present the shipments of timber, con sist principally of very narrow boards, the price of which are quoted very low in London, there is no profit for Norwegian exporters. Railroads. - In July last a new railroad line, connecting Norway with Sweden, over Fredrikshald, was opened by the King. The first train crossing the frontier was drawn by one of the four American engines ordered from the Baldwin Locomotive Works at Philadelphia. Since then, Commercial Relations has been issued without any review, being restricted to the annual reports of the consular officers in detail. The chief reason for this omission has been the smallness of the force constituting the Bureau of Statistics, which has charge of such work, and the increased duties devolving upon it since 1880 from the publi cation Of the monthly Consular Reports, as well as the Special Consular Reports which are issued in addition to the regular monthly series. When Congress authorized the publication of the Consular Reports in their monthly and special forms, no provision was made for extra clerical force to meet the added requirements, and the staff engaged in the work of compiling the annual volume, Commercial Relations, together with the monthly and special Consular Reports, is at present no larger than it was when the work of the Bureau of Statistics was confined to Commercial Relations alone.
