To lay the groundwork for the analysis, the book examines the historical, constitutional and political context of governance in Cameroon, from independence and reunification in 1960–1961, through the adoption of the 1996 Constitution, to more recent events including the current Anglophone crisis. Offering novel insights on new institutions such as the Senate and the Constitutional Council and their contribution to the democratic advancement of Cameroon, the book also provides the first critical assessment of the legislative provisions carving out a special autonomy status for the two Anglophone regions of Cameroon and considers how far these provisions go to resolve the Anglophone Problem. This book argues that the limits of honour crimes must be defined more widely so that they include conducts and behaviours that originate from the patriarchal notion of honour, such as honour based oppression and breast ironing. The book provides a critical analysis and synthesis of the law in England and Wales and in the international human rights sphere. The relevant domestic legislation and cases are examined to reflect on whether adequate protection is provided for the victims and potential victims of honour based violence and abuse. Since honour based violence is a violation of human rights, the relevant international human rights law is examined to illustrate the perception of such crimes in the international arena. The effectiveness of any remedy for victims of honour based violence and abuse depends on its capability to change deep rooted behaviours in communities with honour based patriarchal values. This book argues that the law does not provide the effective impact required, in part due to patriarchal structures, and that more efforts should be dedicated to changes in education. It is held that there is a need for an educational programme that is especially designed to tackle violence and promote gender equality. Book excerpt: In the poorest countries, such as Afghanistan, Haiti, and Mali, the United States has struggled to work with governments whose corruption and lack of capacity are increasingly seen to be the cause of instability and poverty. The development and security communities call for "good governance" to improve the rule of law, democratic accountability, and the delivery of public goods and services. The United States and other rich liberal democracies insist that this is the only legitimate model of governance. Yet poor governments cannot afford to govern according to these ideals and instead are compelled to rely more heavily on older, cheaper strategies of holding power, such as patronage and repression. The unwillingness to admit that poor governments do and must govern differently has cost the United States and others inestimable blood and coin. Informed by years of fieldwork and drawing on practitioner work and academic scholarship in politics, economics, law, and history, this book explains the origins of poor governments in the formation of the modern state system and describes the way they govern. It argues that, surprisingly, the effort to stigmatize and criminalize the governance of the poor is both fruitless and destabilizing. The United States must pursue a more effective foreign policy to engage poor governments and acknowledge how they govern.

Book excerpt: In the on-going democratic debate, the Cameroonian media have not played the role of objective mediators. A one-party logic, of which government, opposition and the public are guilty, has prevented Cameroonian multipartyism from addressing the major issue: that of how best to bring about real participatory democracy. So far, democracy has served mainly as a face powder, an empty concept or slogan devoid of concrete meaning used to justify reactionary propaganda by the ruling party and its acolytes on the one hand, and revolutionary propaganda by the opposition and some pressure groups on the other. This polarisation in the Cameroonian political arena corresponds to a similar polarisation in the Cameroonian media. One can identify two main political tendencies in the media: first, there are those who argue that all the government does is good and in the best interest of Cameroon, and that the radical opposition is void of patriots and motivated only by selfish, regional, or ethnic self-interests. These comprise the publicly owned, government-controlled electronic and print media on the one hand, and pro-government 'privately' owned newspapers on the other. Second, there are those who claim that all the radical opposition does or stands for is in the best interest of Cameroon, and that the government and its allies are only motivated by a stubborn love of power and other selfish pursuits. These comprise the bulk of the privately owned papers. The media are polarised into two diametrically opposing camps, each claiming to know and represent the best interests of the Cameroonian people.
