Book excerpt: The objective of the Assessment is to analyse the agriculture and rural sectors from a gender perspective at the macro level (policy), meso level (institutional) and micro level (community and household). The Assessment seeks to identify gender inequalities in access to critical productive resources, assets, services and opportunities. The assessment looks at the priorities, needs and constraints of both women and men in agricultural and rural communities, and the gaps that exist in responding to these issues. It also provides recommendations and guidance to promote gender sensitivity in future programmes and projects, and identifies possible partners for gender-related activities. This Assessment is also intended to raise awareness about gender issues among policy-makers, FAO officers, NGOs and community-based organizations in Vanuatu. It provides background and gender-related information, and can be used as a tool to mainstream gender perspectives in future policies, projects and programmes in ways that empower rural women.

In developing the program, it was recognised that students in remote and very remote schools faced diverse barriers to learning that were There are two key and inter-related aspects to the methodology driving this evaluation. First, FLFRPSP is educational reform in heterogeneous and complex contexts, and this complexity needs to be factored in to what data is collected, how this data is collected, and how this data is analysed and interpreted. Second, the evaluation takes a longitudinal view, and in so doing considers the data examined in this report as having utility in the current discussion regarding the program, but also having utility as the foundation for ongoing monitoring and evaluation of the program over time. These two concepts are inter-related because educational reform in any complex environment takes time and deserves time. Evaluation plays a critical role in the provision of this time by future-proofing monitoring systems and developing measurement models that are sustainable and where possible standardised so that relevant analysis can be compared over time and in a meaningful way. Book excerpt: The aim of the Handbook is to present readily accessible, but scholarly sources of information about educational research in the Asia-Pacific region. The scale and scope of the Handbook is such that the articles included in it provide substantive contributions to knowledge and understanding of education in the Asia region. In so doing, the articles present the problems and issues facing education in the region and the findings of research conducted within the region that contribute to the resolution of these problems and issues. Moreover, since new problems and issues are constantly arising, the articles in the Handbook also indicate the likely directions of future developments. The different articles within the Handbook seek to conceptualize the problems in each specific content area under review, provide an integration of the research conducted within that area, the theoretical basis of the research the practical implications of the research and the contribution of the research towards the resolution of the problems identified. Thus, the articles do not involve the reporting of newly conducted research, but rather require a synthesis of the research undertaken in a particular area, with reference to the research methods employed and the theoretical frameworks on which the research is based. In general, the articles do not advocate a single point of view, but rather, present alternative points of view and comment on the debate and disagreements associated with the conduct and findings of the research. Furthermore, it should be noted, that the Handbook is not concerned with research methodology, and only considers the methods employed in inquiry in so far as the particular methods of research contribute to the effective investigation of problems and issues that have arisen in the conduct and provision of education at different levels within the region.

Book excerpt: The NSW Department of Education and Communities commissioned the Student Engagement and Program Evaluation Bureau (SEPEB) to conduct a program evaluation of Reading to Learn, a whole-class program designed to improve literacy for primary school students. Reading to Learn is one of several programs offered to schools for implementation under the National Partnership on Literacy and Numeracy (NPLN). The evaluation: assesses the effectiveness of the program; assesses the extent to which the program achieves its goals in an efficient manner and where applicable, addresses the mandatory reform elements of the National Partnership on Literacy and Numeracy, (which are: effective and evidence-based teaching of literacy and numeracy; strong school leadership and whole-school engagement with literacy and numeracy; and monitoring student and school literacy and numeracy performance to identify where support is needed); assesses the extent to which the program has improved the educational outcomes of Aboriginal students; and investigates the most effective ways for schools to be supported to participate in the evaluation and for the reforms to be incorporated into school practice. The evaluation was conducted over a twelve-month period, during 2011 and focused only on achievement in the reading component of literacy. [Executive summary, ed].

During the past 50 years, some economies in the region have successfully transformed themselves by investing in the continuous upgrading of the knowledge, skills, and abilities of their workforce. Through policy foresight, they have produced graduates with new levels of knowledge and skills almost as fast as industries have increased their demand for skilled workers. Yet the success of these high-performing systems has not been replicated throughout the region. Tens of millions of students are in school but not learning, and as many as 60 percent of students remain in school systems that are struggling to escape from the global learning crisis or in systems where performance is likely poor. Many students in these systems fail to reach basic levels of proficiency in key subjects and are greatly disadvantaged because of it. Growing Smarter: Learning and Equitable Development in East Asia and Pacific focuses on the experiences of economies in the region that have been able to expand schooling and learning and showcases those that have managed to pursue successful education reforms at scale. By examining these experiences, the report provides both diagnoses and detailed recommendations for improvement not only for education systems within East Asia and Pacific but also for countries across the globe. In East Asia and Pacific, the impressive record of success in education in some low- and middle-income countries is proof of concept that schooling in resource-constrained contexts can lead to learning for all. This report identifies the policies and practices necessary to ensure that students learn and suggests how countries can improve learning outcomes.

Developing EAP countries would need to get ready to respond to increasing interest rates and find ways to raise potential growth in the medium run. Specifically, amid the rising risk of protectionism and changes in the global manufacturing landscape, countries should continue to enhance trade facilitation and integration, increase the effectiveness of schools and education systems and upgrade capabilities to ensure that workers and managers have necessary skills. To provide economic security to the population, policies should focus on strengthening social assistance and insurance programs and increasing resilience to systemic shocks."
